Meeting Minutes
February 5, 2007
"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Bill Wright, Allen Strasser, Bonnie Moroney

The meeting was called to order at 7:00 PM.

Members of the public present: Roberta McGee, Evan Karpf, Doug Bews, Billy Rines, Mike Gooden, Tom Gately, John Burt, Ann Fabrizio, Carmine Fabrizio, Bill Dowling

The board announced the approval of bills and signing of checks.

The minutes from 01/29/2007 were corrected in two places. It had been written that Doug Bews stated that a year ago Dr. Karpf vowed to work harder to make Mr. Bews’ life difficult. It was changed to read “to work four times harder.” In a discussion of recording work times, it was added that Selectman Moroney stated that the policemen were exempt from showing times in and out, and that our policy manual shows that. Selectman Strasser moved to approve the minutes as corrected. Chairman Wright seconded, and the motion was passed unanimously. Selectman Moroney said that she wished to correct her statement – a police exemption was not written in the policy.

The weekly report from Stan Borkowski had not been received by meeting time.

Selectman Strasser said he’d spoken to Mr. Borkowski about the new building permit application, and that Stan thought it would serve our needs very well. They also spoke about the permit fees, and the fact that some of the new permits going out in the next few years would generate too much income at the current rates. It was decided that any construction with a value in excess of $2 million would be charged half the normal rate of 1/10% of the value. Selectman Strasser moved to adopt the building permit application and the new .0005 rate for anything over $2 million in value. Chairman Wright seconded the motion, and it was passed unanimously.

Mr. Borkowski asked the selectmen to consider funding 1-2 conferences/training sessions per year for him to attend. He currently serves two other communities, and Lisbon has agreed to pay his membership fees ($400-$500), Bethlehem will pay for general businesses meetings in the same general amount. Chairman Wright moved to provide the requested funding. Selectman Strasser seconded, and the motion was passed unanimously.

Selectman Strasser said he wanted to settle the signing in and out policy. He stated that after the safety inspection, he certified to the state that we were doing everything correctly, and he then found that we weren’t. He read from the description of violations committed by Carroll, stating that employees records must show time work began and ended including any bonafide meal periods. He said these are the rules we must follow. He stated that Selectman Moroney has been talking about exemptions for the police and firemen. He said the only exemptions for them pertain to the number of hours worked before overtime starts. It was pointed out that in the description of violations from the state pertaining to time worked, there were only 5 employees named, and none of them were police or firemen. Selectman Strasser named two Dept. of Labor employees and two attorneys who gave him the same RSA and Labor Rules numbers to follow. Selectman Moroney said she called four surrounding towns, and no meal periods are recorded for police in any of these towns. The secretary was asked to find out about exemptions for meal periods. In the meantime, Selectman Strasser moved to require all employees to sign in and out every day. Chairman Wright seconded the motion, and it was passed 2-1, Selectman Moroney voting nay.

Selectman Strasser asked Billy Rines if he had brought the reports requested of him to this meeting. Mr. Strasser had received that day, an activity report for January, and a list of roads plowed, indicating which are not town roads. He was asked to bring the others next week.

Selectman Strasser said that Mr. Borkowski told him that a licensed plumber should put in our water meters, and asked Mr. Rines if that is being done. He was told that when we put in a meter the final installation is done by a licensed plumber. Selectman Strasser then asked about the January letter asking for information, and Mr. Rines said he’d given most of this to the selectmen already. He said the only way to determine the road material would be to do core tests. It was noted that Selectman Strasser had received a January activity report, and an inventory of roads. Water meters were the next subject. Mr. Rines said he thought there were 376 meters, and all services have a water meter. He is aware of at least 21 meters with problems. Selectman Strasser gave a copy of the January letter to Mr. Rines and asked for all the information next Monday.

It was noted that Wednesday, February 7th is 60 days after Juliah Chamberlain received notice from the town concerning her property on Brook Road. She was told than unless should could provide reason to believe she could obtain a Town of Carroll Building Permit, the trailers on her property must be removed immediately. Selectman Moroney moved to have the secretary contact town counsel regarding the next step to take in this matter. Chairman Wright seconded, and the motion was passed unanimously.

Selectman Strasser presented a letter he’d written to the Coos County Commissioners in response to their January 28th letter. Our response details the summer youth program, ambulance, fire, and police services provided in the unincorporated areas. It asks for some financial support from the county. Selectman moved to sign the letter, Chairman Wright seconded, and the motion was passed unanimously. When Dr. Karpf asked about funds for Valley Pride Day, Selectman Strasser said he could pick up applications in the town office. He also mentioned that Mollie White would need paperwork for the summer rec program request. Roberta McGee asked if the Tillotson Fund that she’d read about could have grant money available to the town. Selectman Moroney said the Historical Society had looked into this, and there wasn’t anything for us.

The selectmen discussed some of the budget items prior the next evening’s deliberative session. He said Atty. Waugh is looking into the consequences of the budget committee eliminating hydrant fees from the budget. They talked about moving money for legal fees, and office staff salaries to the planning area so they could be identified in connection with planning revenue. It was decided to allocate the 2007 expenses properly, and go over budget in those line items if necessary.

At 7:45 PM, as there was no additional business, Chairman Wright declared the meeting ended, and moved to go into executive session regarding town aid. This was seconded by Selectman Moroney. The board was polled, and went into executive session.

At the close of executive session, Chairman Wright made a motion to return to public session and seal the minutes from executive session; Selectman Moroney seconded and the motion passed unanimously.

At 8:15 PM, as there was no additional business, Chairman Wright declared the meeting ended.
