February 11, 2019


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Members of the Public Present: Tadd Bailey, Josh Basner, Imre Szauter, Jeremy Oleson, Mike Gooden, Greg Hogan, Ellen Marquis, Jules Marquis

The meeting was called to order at 6:29 p.m. by Chairman Scalley.

Pledge of Allegiance.

The Board was polled and went into non-public session, per RSA 91-A-3 for Personnel at 6:35 p.m. Chairman Scalley, yes; Selectman Mycko, yes; Selectman Moroney, yes.

At the close of non-public session at 6:53 p.m., Chairman Scalley moved to return to public session and seal the minutes from non-public session. Selectman Mycko seconded and the Motion passed unanimously.

The Chair announced the approval and signing of the manifests.

Selectman Moroney made a Motion to approve the minutes of January 28, 2019. Selectman Mycko seconded and the Motion passed unanimously.

Selectman Moroney made a Motion to approve the minutes of February 5, 2019. Selectman Mycko seconded and the Motion passed unanimously.

Imre Szauter reported on the Building Committee and said they had hosted an informational session on January 31, during which they showed the new video on the project. Police Chief Bailey, Fire Chief Oleson, EMD John Gardiner, Select Board Chair David Scalley, and Project Manager Allan Clark reviewed deficiencies, updated budget and property tax implications, and responded to questions and comments from attendees. The warrant article and copies of the updated Municipal Building Committee Report brochures were made available. Bonnie Moroney and Rena Vecchio introduced the Town Hall Future Committee and discussed its purpose. The ride-to-the-polls program, when voters may request transportation to the Town Hall on March 12, was also introduced.

The Committee had their regular meeting on February 7, and attendees reviewed the Informational Session on January 31, and the Deliberative Session on February 5. They also discussed preparations for the second and last Informational Session on February 28, and grant opportunities identified by NCIC, as well as promotional activities. Additionally, Allan Clark spoke about how he saw the Committee’s role changing following the town vote on March 12.

Mr. Szauter said they have $13,218 remaining of the $25,000 approved by the Select Board.

Mr. Szauter reminded everyone that the second Informational Session is at the Town Hall on Thursday, February 28, 2019, at 7 p.m. The Committee will have a brief meeting at 6:30 p.m., prior to this Session.

The Board thanked Mr. Szauter.

Mr. Szauter asked if he provided electronic copy and PDF’s of their information if they could be posted on the Town’s website. He was assured we would try.

Jules Marquis asked about the existing buildings if the project passes; i.e., will we continue to heat them and keep them going, etc. He said a number of people had told him they heard we were. The Select Board said that is not their intention. They went on to explain that there are meetings about the Town Hall to find out what the voters wish to do. Mr. Marquis said he believes people need to be told the town is not keeping the buildings and are working on that. Chairman Scalley said they are looking for taxpayers’ input about what to do—selling them or something, as they belong to the people. It was expressed by several that word-of-mouth may be the best way to get it out that the Town is not going to continue heating and keeping these buildings going.

Chairman Scalley said Joel White had spoken to him as he would like to do two free fireworks shows in May. It was stated he needs to provide a product list and note the reason for the shows, as well as that he needs to know he will be expected to do clean-up after. Chairman Scalley said he had already told him he would have to contact the Fire Chief. The general consensus was to go forward with the shows.

The property on Route 3 South that has been of concern to the Town as well as its neighbors was brought up. It was asked if there is a timeframe for acting on it, and there is as regards the owner taking the proper steps once the Order is received, however, we have to inquire with legal about the amount of time for the actual Service. The Board is aware of, and also concerned about, the condition of the building and are taking the legal steps to take care of it.
The Sheriff’s Department has been requested to find an address for the owner if he is not currently in Town—and which we know he is not. We will follow up on this process.

Employee Manual – Reach out to Town Counsel.
Buildings to be Razed – Sheriff’s Office has been contacted to make Service of Order to property owner. We will inquire about progress.

Other:

Chairman Scalley read a letter of thanks from the Twin Mountain Fire Department Auxiliary for reimbursing them in full for the food and beverages expenses the night of the Grand View fire. They were very appreciative not only for this but that the Select Board and YaYa’s Market and Deli ensured that the emergency responders had sufficient food and drinks throughout the night.

The Secretary advised, at the Tax Collector’s request, that by the end of May, the property at 97 Little River Road can go to auction or be put up for sale.

Selectman Moroney expressed her concern that the Town’s representative to the White Mountains Regional School Board was the only School Board member not present at the Deliberative Session on Monday, February 4, 2019. She said she believes it’s not good representation if he doesn’t show.

Selectman Moroney also called attention that a person who had been working at the Transfer Station on Trudeau Road in Bethlehem had been let go from his job. Since then, they have had to have their dumpster emptied only 1 time per week, compared to the 3 or 4 times per week that it had been previously, as this employee had been allowing dumping by many people from lots of other towns. She brought this up to caution our own Transfer Station attendants to be aware if strangers started showing up here, as it stands to reason they may be looking for other places. This also brought up the comment about perhaps going back to stickers on vehicles for identification purposes. Discussion ensued with many and varied reasons why we shouldn’t or should go back to them. It was stated that we need to think about what we should do to get ahead of it. It was also stated that we should be forewarned.

Chairman Scalley said next Monday, February 18, 2019, is a holiday and the Town Hall will be closed. He said the next Selectmen’s meeting is Monday, February 25, 2019 at 7 p.m.

Selectman Moroney reminded everyone that 250th Town Anniversary meeting will be on February 18, 2019, at 7 p.m.


As there was no further business, the Board was polled and went into non-public session, per RSA 91-A-3 for Personnel at 7:30 p.m. Chairman Scalley, yes; Selectman Mycko, yes; Selectman Moroney, yes.

At the close of non-public session at 7:52 p.m., Selectman Mycko moved to return to public session and seal the minutes from non-public session. Selectman Moroney seconded and the Motion passed unanimously.

There being no further discussion, Selectman Mycko made a Motion to adjourn the meeting. Selectman Moroney seconded and the Motion passed unanimously. Chairman Scalley declared the meeting ended at 7:55 p.m.
