“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 6:58 p.m. by Chairwoman Moroney.

Pledge of Allegiance.

The Chair announced the approval and signing of the manifests.

Selectman Scalley made a Motion to: Approve the minutes of April 8, 2019. Selectman Gauthier seconded and the Motion passed unanimously.

Selectman Scalley made a Motion to: Approve the minutes of April 15, 2019. Selectman Gauthier seconded and the Motion passed unanimously.

Allan Clark, Project Manager, was called and placed on speaker phone (due to not being able to attend in-person). He asked to rescind the recommendation of a Civil Engineer which he had submitted earlier in the day. Mr. Clark had received further information that he wanted to look into and needed to clarify scheduling with both firms.

Chairwoman Moroney asked what the new timeline would be for a recommendation. Mr. Clark stated that a special meeting will likely be needed as the approval of a Civil Engineer is a time-sensitive matter.

The following items was approved and signed:

Certificate of Occupancy – Birchwood Commons, LLC.
Certificate of Occupancy – Brian Mycko
Notice of Intent to Cut Wood – Whitcomb
Notice of Intent to Excavate – Pike Industries, Inc. (4)
Water Warrant – Various

Follow Up:

Gravel Pit – Brooks – Selectman Scalley updated the Board that he had heard back from Legal regarding the plans. Legal confirmed that the plans are property of the town and are allowed to be used. Mr. Scalley met with Carl Brooks and Mike Carbonneau on April 18, 2019 to let them know this as well. It was noted that in order for them to continue work Mr. Carbonneau would need to report the number of cubic yards there were taken out in 2018, and Mr. Brooks would need to get an insurance bond put in place. Once those items are complete, they may continue as long as the original plans are being followed. If they wish to do something else, new plans will need to be submitted to the Planning Board for approval.

Police Station Lease – Lori Hogan submitted a lease renewal for the Police Department beginning May 1, 2019 through April 30, 2020. It was noted the only change from the last lease agreement was a $230/quarter increase in the rent.

Selectman Gauthier made a Motion to: Sign the lease renewal. Selectman Scalley seconded the Motion and the Motion passed unanimously.

Selectman Scalley thanked Greg for allowing them to stay for another year.

Old Cherry Mountain Road North – Chairwoman Moroney read the attached letter that Mike Perlmutter sent to the Board. There was brief discussion about the number of miles and it was clarified that it is only 14 miles that the Town maintains, not 80. Brian Mycko also stated he is going to verify with Don Monahan about the snowmobile access for the road. Jeremy Oleson also encouraged the Board members to go take a look at the condition of the road.

It was reiterated that this was an Advisory-Only Warrant Article and had no dollar amount attached to it. Selectman Gauthier said Mr. Perlmutter is more than welcome to write another Warrant Article next year with a dollar amount attached, if he so chooses but it won’t change the fact that this is still a Class II State Road. It was also mentioned that Mr. Perlmutter won’t necessarily know how much to budget for due to wages, time, equipment, etc.

Other:

Carol Carlson Cunningham dropped off a Municipal Decorative Pole Attachment Agreement from Eversource. In order for the Town to put up flags or banners on the poles throughout Town the Agreement must be approved by the Selectmen and Eversource. The Board asked that this Agreement been scanned and sent to them via e-mail.

Selectman Scalley made a Motion to: Table any discussion on this until they can review the Agreement that will be e-mailed to them. Selectman Gauthier seconded the Motion and the Motion passed unanimously.

Chairwoman Moroney received a message from Lynn Holland from the White Mountain Regional School District - Strategic Action Committee asking if she could interview a Selectman. Selectman Scalley and Selectman Gauthier said they also had messages from her. Selectman Gauthier stated that he would reach out to schedule an interview with her.

Chairwoman Moroney presented the Selectmen’s Office with a framed picture from Chief John Trammell’s retirement. She asked that we choose a place to display it.

Chairwoman Moroney is also working on the Town Newsletter and is hoping to have it out sometime next week. She will be on vacation starting May 11, and returning May 20, so she advised the Board members to make sure they are both around to sign manifests.

Greg Hogan announced that May 4 will be Clean-up Day! It will begin at 9:00 a.m. at the Fire Station and he encouraged everyone to attend. Greg also reminded everyone to come and enjoy burgers and hot dogs with “Chef Jeremy” as well as the raffling of a pizza from Rosa Flamingos.

Michael Hogan stated that the Town is spending approximately $27,000 per year for street lights and that non-essential ones should be turned off to save money and ones that are being kept get updated to LED lights. He recommended that if one gets shut off that a homeowner wants, that they take responsibility for it. It’s $400/pole to either have it shut off or updated. It is estimated that it would be a 5-year return for this investment and grant money may be available to help with associated costs.

It was recommended that a committee be set up to compose a list of which ones to keep and remove and then hold a public meeting with their recommendations. Mr. Hogan, Imre Szauter, Brian Mycko and Greg Hogan said they would work on this.

Michal Hogan also recommended that the Town should look into charging for Town trash bags to be used at the Transfer Station. He noted that tipping fees are going to keep increasing and this would help defray some of those costs. The comment was made that this must be presented as a Warrant Article.

Imre Szauter reminded everyone that the Building Committee will be meeting May 9, at 9:00 a.m. to review the Construction Manager proposals. At this meeting they will narrow it down to three interviewees for the May 16, interviews which are set to begin at 9:00 a.m. and will conclude at approximately 2:30 p.m. After the interviews are concluded, a consensus decision will be made to present a recommendation at the May 20, Selectmen’s meeting

Selectman Scalley asked if the Board will pay for lunch for the Building Committee that day due to time constrictions.

Chairwoman Moroney made a Motion to: Purchase lunch for the Building Committee on May 16. Selectman Scalley seconded the Motion and the Motion passed unanimously.

Imre also asked for the Board’s permission for himself and John Gardiner or Mike Gooden to run a metal detector over the sites for the new town buildings before ground is broken. He stated that any artifacts that are found will be turned over to the Historical Society. The Board had no problem with this taking place.

Chairwoman Moroney said the next Selectmen’s Meeting will be Monday, May 6, 2019, at 7:00 p.m. at the Town Hall.

As there was no further business, the Board was polled and went into non-public session, per RSA 91-A-3 for Legal at 7:51 p.m. Chairwoman Moroney, yes; Selectman Scalley, yes; Selectman Gauthier, yes.

At the close of non-public session at 8:12 p.m., Chairwoman Moroney moved to return to public session and seal the minutes from non-public session. Selectman Scalley seconded and the Motion passed unanimously.

There being no further discussion, Chairwoman Moroney made a Motion to adjourn the meeting. Selectman Scalley seconded and the Motion passed unanimously. Chairwoman Moroney declared the meeting ended at 8:13 p.m.
































April 22th, 2019
To Selectmen of Carroll,
Unfortunately, I am out of town so I cannot attend the April 22nd selectmen’s meeting. I have
read the minutes of the April 8th meeting and have the following two comments;

1. The minutes stated that Ms. Quigley has determined that the property owners on Old
Cherry Mountain Rd North are receiving a discount due to the fact that the town is not
maintaining the road in the winter. Thus, it seems that it would be in the financial
interest of the town to plow the road and then remove the discount applied to the
property tax. Surely the cost of adding 0.9 miles to the current 80 miles of town roads
would be recouped by the additional tax collected.

2. The minutes also indicated that Mr. Myco thought that Old Cherry Mt. Road was a snow
mobile trail and was wondering about the legality of plowing such a road. Old Cherry
Mt. Road is a NH state class II highway and is NOT a snow mobile trail. Virtually the
entire road is clearly marked prohibiting snow mobiles. It seems that snow mobiles are
allowed on only approximately 490 ft, (between Mill Brook Rd and the McKee
driveway.) the southern most section as a connection between two snow mobile paths.
This exception was probably authorized when it was mistakenly thought that this road
was a NH state class VI road -which it is not. I have attached the NH DoT drawing from
Mr. Philip Beaulieu, District Engineer, indicating that this entire road is a class II state
highway. As stated in article 43 on the 2019 town warrant, this road has been regularly
plowed for more than a decade by Mr. Evansky before he passed away in 2018. I have
just reviewed my notes of all the discussions with the town of Carroll selectmen and the
many objections that have been brought up as reasons that the road could not be
plowed by the town and find this one to be the silliest of all. Should you have any
questions about the rights of the town or that of a homeowners to plow a NH sate class
II highway I suggest you contact the Lancaster District 1 NH DOT (603.788.4641).

Please do not hesitate to contact me if you have any questions; I intend to attend the next
selectmen’s meeting in May.

I/we hope that you, the selectmen, agree with the voters of the town and decide that the
Town shall assume the cost of plowing the Town portion of Old Cherry Mt. Rd. N.
