Meeting Minutes
April 25, 2019


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Bonnie J. Moroney, David A. Scalley, Robert W. Gauthier, Jr.,

Members of the Public Present: Maryclare Quigley, Imre Szauter, Allan Clark

The meeting was called to order at 6:04 p.m. by Chairwoman Moroney.

Pledge of Allegiance.

Allan Clark stated he was able to meet with the Building Committee on April 24, to re-review the civil engineering proposals and he recommends that the Town hires Northpoint Engineering, LLC. to provide civil engineering services for the municipal building project. He was able to re-negotiate pricing with them and can meet with them on Monday to finalize the agreement. With that being said, they would likely be on-site Wednesday.

Selectman Gauthier made a Motion to: Accept Northpoint Engineering, LLC. to provide civil engineering services for the municipal building project. Chairwoman Moroney seconded and the Motion passed unanimously.

Imre Szauter wanted to remind everyone that the Building Committee will be meeting on May 9, to review the Construction Manager proposals and narrow them down to three firms that will be interviewed on May 16. A recommendation will be presented to the Board at the Selectmen’s meeting on May 20.

Chairwoman Moroney announced the next meeting will be Monday, May 6, 2019.

As there was no further business, the Board was polled and went into non-public session, per RSA 91-A:3 for Personnel at 6:13 p.m. Chairwoman Moroney, yes; Selectman Scalley, yes; Selectman Gauthier, yes.

At the close of non-public session at 6:19 p.m., Chairwoman Moroney moved to return to public session and seal the minutes from non-public session. Selectman Scalley seconded and the Motion passed unanimously.


There being no further discussion, Chairwoman Moroney made a Motion to adjourn the meeting. Selectman Scalley seconded and the Motion passed unanimously. Chairwoman Moroney declared the meeting ended at 6:20 p.m.
