Meeting Minutes
July 15, 2019


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board Members present: Bonnie J. Moroney, David A. Scalley, Robert W. Gauthier, Jr.

Members of the Public present: Imre Szauter, Jeremy Oleson, Tadd Bailey, Michael Hogan, Dianne Hogan & Ron Wareing

The meeting was called to order at 7:00 p.m. by Chairwoman Moroney.

Pledge of Allegiance.

The Chair announced the approval and signing of the manifests.

Selectman Scalley made a Motion to: Approve the minutes of July 1, 2019. Selectman Gauthier seconded and the Motion passed unanimously.

The Board asked for a building project update. Imre Szauter stated that the Task Force met on July 3, 2019 and worked on the floor plans and the siting. He said they were scheduled to meet again on July 17, 2019. The only other update he had was that the Building Committee will be meeting on July 24, 2019 immediately following the future of the town buildings meeting, which is set to start at 7:00 p.m.

The Selectmen’s office received a decision notice regarding David & Mary Morton going to the Board of Tax and Land Appeals for an abatement and the abatement was denied. The Board reviewed the decision letter.

The following items were approved and signed:

Certificate of Occupancy – Benz/Stan
Driveway-E911-Mapping Permit – Romero; Hinds; Jenkins; Soucy
PA-28 Inventory of Taxable Property Form for 2020 – DRA

Other:

The Selectmen’s office received a letter from Governor Sununu asking if an elected official wanted to attend an information session regarding New Hampshire’s operating budget. Chairwoman Moroney stated she would attend to represent the Town.

Selectman Scalley stated that today was the court hearing for the Town vs. Giovanni Monticello Investors, LLC. The judge ruled in favor of the Town and the defendant has 90 days to comply with RSA 155.
Chairwoman Moroney asked if the ad for the future of the town buildings meeting for July 24, 2019 was submitted to the paper. The Secretary stated that the paper sent the proof on Friday and the Administrative Assistant responded back with corrections. She believes the ad will run in the July 17, 2019 issue of the paper.

Chairwoman Moroney asked if anyone thought that Thank You letters should be sent to people once they have demoed or cleaned-up property to be in compliance with RSA 155. It was agreed upon by the Board and members of the audience that a general message in the newsletter for be sufficient.

Imre Szauter wanted to recognize the Fire Chief, Police Chief and Townspeople for their efforts and participation during the Ride for the Fallen Seven. The Board agreed and thanked everyone as well.

Tadd Bailey updated the Board that he received a letter from the Department of Transportation regarding the lights at the Route 3/302 intersection during power outages. The letter states that they will only send crews after power being out for four hours and that they estimate a two-hour response time so no one would actually be on-site until power is out for approximately six hours.
They suggest the Town get a generator, direct traffic using uniformed officers or do nothing and wait until the power is restored.

Chairwoman Moroney said the next Selectmen’s Meeting will be Monday, July 29, 2019, at 7:00 p.m. at the Town Hall.

As there was no further business, the Board was polled and went into non-public session, per RSA 91-A:3 for Legal at 7:15 p.m. Chairwoman Moroney, yes; Selectman Scalley, yes; Selectman Gauthier, yes.

At the close of non-public session at 7:18 p.m., Selectman Scalley moved to return to public session and seal the minutes from non-public session. Selectman Gauthier seconded and the Motion passed unanimously.

There being no further discussion, Selectmen Scalley made a Motion to adjourn the meeting. Selectman Gauthier seconded and the Motion passed unanimously. Chairwoman Moroney declared the meeting ended at 7:19 p.m.
