Meeting Minutes
January 16, 2020

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 6:00 p.m. by Chairwoman Moroney.

The Selectmen met with the Attorneys from Orr & Reno law firm. This was the first opportunity to make introductions in person after the Board decided to use the firm. Introductions were made and general discussions held as to points of contact and expectations. The attorneys were updated on some potential issues. After a short discussion they attorneys left the meeting.

The Board was advised that the petition warrant article with regards to the gym had to have the Selectmen’s recommendation because there was a dollar amount associated with the article. The Secretary also advised the Board she had found out from the Attorney Farrell that the petition warrant article is not just advisory. Should the warrant article pass, the Select Board must follow through with it. The Board voted to not recommend the petition warrant article 0 – 3.

David Scalley, as building inspector, advised of some complicated situations that he’s been coming across. He requested if the Board would give him permission to speak with the Town Attorney as long as all correspondence went through the Selectmen’s Office. He said with the Selectmen changing back to meeting every other week puts a long delay on being able to get answers otherwise. Chairwoman Moroney and Selectman Gauthier agreed and gave Scalley permission.

Selectman Gauthier voiced his concern that the office doesn’t have any discretion with the Town Aid policy as written. He felt that it can put the office staff in a stressful position if an applicant is in an emergency situation. He said he’d like to consider giving staff approval of spending up to $500 in a situation if staff determines it to be an emergency that can’t wait for a Select Board meeting. Chairwoman Moroney and Selectman Scalley agreed. The Board will look at amending the current policy in writing at a future meeting.

The Secretary advised the Board the MS636 and default budget need to be signed prior to January 27th because it needs to be posted that day. She advised all material was with DRA for approval. Chairwoman Moroney made a motion to approve and sign the MS636 and default budget when they are available. Selectman Scalley seconded and the motion passed unanimously.

The Board was advised that Attorney Steven Whitley offered to be present at Deliberative Session. The Board said that was not necessary.

Selectman Gauthier said he has been reviewing the Employee Manual and is considering withdrawing sick time from the PTO calculation. He would also like to see holiday pay removed and paid on the holiday. A discussion was held on why things changed to PTO and the challenges of separating things out again. Selectman Gauthier said he’d have to look into it further.

At 7:50 p.m. Chairwoman Moroney made a motion to go into non-public session per RSA 91-A:3 for Town Aid. The motion was seconded by Selectman Scalley and polled; Moroney – yes, Scalley – yes, Gauthier – yes.

At 8:16 Chairwoman Moroney made a motion to return to public session. The motion was seconded by Selectman Scalley and passed unanimously.

With no further business, Chairwoman Moroney made a motion to adjourn the meeting. Selectman Scalley seconded and the Motion passed unanimously. Chairwoman Moroney declared the meeting ended at 8:16 p.m.
