Meeting Minutes
May 18, 2020

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

The meeting was called to order at 6:00 p.m. by Selectman Moroney.

Pledge of Allegiance.

Selectman Moroney announced the approval and signing of the manifests.

Selectman Scalley made a motion to approve the minutes of 5/12/2020. Selectman Moroney seconded and the motion passed unanimously.

Imre Szauter spoke on behalf of the Building Committee. He said the new library shelving had been delivered. Imre, Bill Emerson and Bonnie Moroney unpacked and placed a good portion of books on the shelves. The remaining collection is boxed and waiting for the library staff to reshelve. He also said the card access system has been updated and Chiefs Bailey and Oleson are maintaining the lists. Imre asked the Board to consider letting him host mini-tours for the Building Committee members on the weekend. Selectman Moroney asked when the paving would be complete. Selectman Scalley stated that paving is planned for Thursday. Selectman Scalley questioned the group size. He said he’d like Chief Oleson to determine what size group he feels would be safe and then they could proceed.

Imre Szauter brought up the sign on the Town Hall building. The current letters are 9” and look small compared to the Fire Dept. letters. The sign company originally had 12” letters but the cut-out wasn’t big enough length-wise. The sign company presented a proposal for $3,000 to increase the cut-out size and put up the 12” letters. He asked the Board if they wanted to proceed or leave as is. Jeremy Oleson mentioned that a sign down at the roadway had been overlooked. He suggested we live with what we have and put the money into a roadway sign. Selectman Scalley agreed that he’d like to see a very nice sign possibly with flower planters. He said if they act now, they can put a conduit in the ground for lighting the sign. It would go in before the pavement. Scalley said the task force could discuss on Wednesday. Selectman Moroney agreed.

Imre Szauter brought a proposal to integrate the alarm system with the card access system. He said there are currently 3 alarm zones in the Town Hall covered by 2 panels. Integrating the system would help prevent false alarms if someone forgets the second panel. Selectman Scalley made a motion to approve $590.00 to join the systems together. Selectman Moroney seconded and the motion passed.

Selectman Moroney brought up the Women’s Discussion Group quilt. She said it’s currently stored in the library and she’d like to see it hung before it gets ruined. Selectman Scalley said the task force will look at where she’d like to hang it on Wednesday.

The Secretary had an invoice from NCIC which is the company that helped pull information together for the Tillotson Grant. The Select Board abandoned pursing the grant but the library used some of the information for their application. After a brief discussion Selectmen Scalley and Moroney agreed to pay the full amount of the bill from the library budget.

Selectman Moroney brought up the tax deeded property on Route 3 North. She said the month of May makes 3 years the Town has held the property and it can be put up for sale. She said there is a problem where the State has a lien on the property and we were in error taking it. The State is currently owed more than what the Town is owed. Selectman Moroney spoke with the State and advised them the condition of the building and the challenge that the septic is across the road. Moroney said she feels the State is willing to work with us but would prefer to work with our legal counsel. It was agreed that Selectman Moroney will put a package together with the Tax Collector and send it to the Attorney.

The Secretary reminded the Board that they had budgeted for creating a new web site. She requested that the Board move forward in having a new site created. She said with all the information to get out to the public about the virus, payments, voting, etc., the site is really showing its age and restrictions. The Board agreed to proceed forward.

The Recreation Department had requested to purchase a laptop computer which they had budgeted for. Jeremy Oleson said they would like to use it for minutes, creating flyers, etc. and keep all their information in one location. They are currently sharing a thumb drive for different purposes and are afraid of losing it. Selectmen Moroney and Scalley agreed the Rec. Dept. could move forward with the purchase.

Fire Station Bldg – Deed Restrictions – Tabled

Historical Society Business Plan – The Historical Society presented a letter (attached.) The letter requested that they be given the Fire Station building when the Fire Department vacates. They’d also like the Town to continue the maintenance and utility costs on the building. Selectman Moroney addressed the letter by saying she understands the proposal but it’s putting the burden on the taxpayers. Selectman Scalley asked how the Board is supposed to explain to the taxpayers keeping the Fire Station when the building already has issues. That will be an additional expense. Rena Vecchio said having a museum at the Fire Dept. location would be an asset to the Town. She said it’s a central location and she sees it becoming a cultural center. She said there are numerous items in storage, most of them in people’s homes. She brought up the fact these items aren’t insured and said they won’t all fit in the room given to them in the Town Hall. Selectman Scalley said he feels the Fire Station should be sold and the money put back toward the project. Vern Amirault asked if there are any prospective buyers. Selectman Scalley advised that a local real estate agency had contacted the Office twice about the sale of the building.

Scalley asked the Historical Society if they had looked at any other locations and suggested speaking with Mt. Washington Hotel. Rena said they had not and she thinks the museum should be closer to the middle of Town. Scalley asked what their plans were; when would it be open; how would it be staffed. Rena said they hadn’t gotten that far yet.

There was further discussion on the condition of the Fire Station. Scalley said the roof leaks and there are structural issues on the back and front block walls. He also said for storage purposes, the building only has heat and no A/C. Scalley said they received a quote of roughly $300,000 to get the building back where it needs to be. Chief Oleson said once the Fire Dept. leaves the building, it’s going to have to be brought up to all current codes. Selectman Scalley asked how much money the Historical Society has? Vern Amirault stated around $30,000. Scalley asked if they would be willing to invest $30,000 toward the Fire Station building. Vern stated they needed the money for shelves in their room in the new Town Hall.

Selectman Scalley said he’d rather see the Historical Society work to build a new building in the new complex than to waste the Town’s money on a building that needs so much work. Selectman Moroney advised the group that they need to start putting themselves out there again. She said there used to be tractor pulls, tractor show, yard sale, Christmas Bazaar, etc. and it’s been a long time since any events were planned. She said they need to make sure that the people know the Historical Society is still around. Mike Gooden responded that they’ve lost locations to hold events.



Other:

Imre Szauter said he had a request from John Gardiner for the Library Trustees to inspect the Library. They will be screened first and Imre will let them in. The shelving that went in does not accommodate the children’s area. Selectman Scalley said not until the pavement is complete. He said this is a big week for site work and there is too much heavy equipment moving around. Jeremy Oleson suggested they come during the weekend when Imre is holding the tours. The conversation reminded Selectman Scalley that paving and or/work is still possibly continuing on Saturday. Szauter said he would conduct the tours on Sunday and advise the Trustees.

Selectman Moroney wanted to thank Greg Hogan and his son for placing flags on the Veteran’s graves for Memorial Day.


Chief Bailey advised that speed trailers have been placed back out for the season. He wanted to thank the highway crew for helping place them. He also advised that things are picking up. He said calls for service over the weekend tripled. The police answered calls for assault, DWI and several for gun shots. He also advised that the National Forest campgrounds have fully opened for everyone. They do not recognize the Governor’s orders of NH residents only camping. They’ve deemed the orders unconstitutional.

At 7:27 p.m., Selectman Moroney made a motion to go into non-public session per RSA 91-A:3 for legal. The motion was seconded by Selectman Scalley and polled; Scalley – yes, Moroney – yes.

The public phone portion of the meeting was discontinued.

At 8:01 p.m., Selectman Scalley made a motion return to public session and seal the minutes. Selectman Moroney seconded and the motion passed unanimously. Selectman Scalley made a motion to adjourn the meeting. Selectman Moroney seconded and the motion passed unanimously. Selectman Moroney declared the meeting ended at 8:01 p.m.
