Meeting Minutes
January 12, 2021

“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Due to the COVID-19/Coronavirus crisis and in accordance with Governor Sununu’s Emergency Order #12 pursuant to Executive Order 2020-04, this Board is authorized to meet electronically and did so through Zoom.

The meeting was called to order at 7: 52 p.m. by Chairperson Gauthier.

Chairperson Gauthier made a motion to go into non-public session per RSA 91-A:3 II (l) legal. The motion was seconded by Selectman Scalley and polled; Gauthier – yes, Scalley – yes, Moroney – yes.

At 8:38 p.m. At 9:30 p.m. Selectperson Scalley made a motion to return to public session and seal the minutes. Selectperson Moroney seconded and the motion passed unanimously.

Chairperson Gauthier announced the approval and signing of manifests.

Selectperson Moroney made a motion to approve the minutes of 1/5/2020 as written. Selectperson Scalley seconded and the motion passed unanimously.

Selectperson Scalley said he was approached by Terry Penner who was representing Bretton Woods Wastewater. BWW would like the Town to consider amending the Certificate of Occupancy inspections. They would like the Town to not granting one until the Town verified that the applicant had paid to hook up to BWW (when applicable). They also wanted the Town to add BWW sewer connections as part of their inspections. The Board discussed the matter and decided that BWW is a private entity and monitoring their systems and payment is not part of the Town’s purview.

Fire Chief Oleson advised the Board that Engine 2 is back from repair. The cost is over $6,000 but will be an expense on the 2020 budget.

The Secretary advised the Board that the Families First Cares Act expired 12/31/2020 and with it the obligation of the Town to pay an employee that has to quarantine due to Covid. The Secretary stated prior to FFCA, the Board had stated that if someone is questionable with Covid, the employee would use their PTO. If they were found to be positive with Covid, the Board would reimburse the PTO time. The Board discussed and said employees who are sick or need to quarantine will use their PTO unless the Board determines otherwise.

Other:

Selectperson Scalley said the Planning Board heard an application and he has a problem with the decision and would like to go into non-public.

At 9:02 p.m., Chairperson Gauthier made a motion to go into non-public session per RSA 91-A:3 II (l) legal. The motion was seconded by Selectman Scalley and polled; Gauthier – yes, Scalley – yes, Moroney – yes.

At 9:18 p.m. Chairperson Gauthier made a motion to return to public session and seal the minutes. Selectperson Scalley seconded and the motion passed unanimously.

Selectperson Scalley made a motion that the Select Board make an appeal of the Planning Board’s decision to the Zoning Board based on RSA 676:5-3. Chairperson Gauthier seconded and the motion passed unanimously.

Selectperson Scalley made a motion to adjourn the meeting. Selectperson Moroney seconded and the motion passed unanimously. Chairman Gauthier declared the meeting ended at 9:20 p.m.
