“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Pledge of Allegiance

Meeting of the Select Board called to order at 5:00 p.m. by Chairperson Marquis.

Signing of bills and manifests completed prior to this meeting.

Selectperson Moroney motioned to approve the minutes of 1/16/2024, Selectman Greer seconded this motion, all in favor none opposed, motion to approve minutes passed.

The Select Board was presented with the North Country Fire Mutual Aid Contract for 2024 which was already signed by Fire Chief Duncan. Selectperson Moroney made a motion to approve and sign, Selectman Greer seconded. All in favor, none opposed, motion passed, Mutual Aid Contract signed by the Select Board.

The Select Board was presented with the 2024 Coos County Ambulance Agreement. Selectperson Moroney made a motion to approve and sign the agreement, Selectman Greer seconded this motion. All in favor, none opposed, 2024 Carroll/Coos Ambulance Agreement signed by Select Board.

The Select Board was presented with the 2024 Coos County Public Safety Agreement. Selectperson Moroney made a motion to approve and sign the agreement, Selectman Greer seconded this motion. All in favor, none opposed, 2024 Coos/Carroll Public Safety Agreement signed by Select Board.

The Select Board was presented with the audit agreement for 2023 by Plodzik & Sanderson. Selectperson Moroney made a motion to approve and sign the agreement, Selectman Greer seconded this motion. All in favor, none opposed, audit agreement signed by Select Board.

The Select Board was presented with a letter to allow the newly appointed Town Clerk Bailey to be authorized by the Select Board to complete her duties as Town Clerk with the NH DOS/DMV. Selectperson Moroney made a motion to approve and sign the letter, Selectman Greer seconded this motion. All in favor, none opposed, approval letter signed by Select Board.

The Select Board was presented with a driveway permit for Markey. Selectperson Moroney made a motion to approve and sign the permit, Selectman Greer seconded this motion. All in favor, none opposed, driveway permit signed by Select Board.

The Select Board discussed a letter from a resident regarding the adoption of an enhanced tax credit for totally and permanently disabled veterans. Selectperson Moroney informed it is too late this year to add a warrant article regarding this due to the Deliberative Session being scheduled for next Monday the 5th of February at 6:30 p.m. but stated she will do some research regarding this and discuss it for the following year. Selectman Greer informed he contacted this resident to follow up after reading the letter. He discussed his support of this credit, Selectperson Moroney informed on her knowledge of the program. The Select Board will do some research and be open to addressing this next year.

Selectman Greer discussed information regarding the NBRC Catalyst Program. He informed he forwarded this information to the Energy Commission and feels that the Town could benefit from a grant writing committee and invited residents to get involved. Selectman Marquis felt the Town could benefit from hiring a grant writer who is knowledgeable about the available options for municipalities.

Selectman Greer also discussed Boulder Motor Court and informed on his conversation with Cathy Conway and Northpoint engineers and stated he is waiting to hear back with additional information. Chairperson Marquis stated any issues should be regulated by DES. Fire Chief Duncan provided additional information as and Selectperson Moroney informed on history and the abilities and requirements of the Water Commission.

OTHER:

Selectperson Moroney discussed some damage to the Fire Station door following the high winds. Chief Duncan informed the door has been repaired as of the date of this meeting.

Selectman Greer discussed an issue with the way the LED warrant article was written informing that he will bring this up at the Deliberative Session on Monday.

Assistant Moderator Imre Szauter discussed the Primary Election and informed that there was a large turnout of voters and expressed his thanks and appreciation to all who assisted with the election.

The next meeting of the Select Board will be held Monday February 5th, 2024 following the Deliberative Session scheduled to begin at 6:30 p.m.

At 5:50 p.m. Selectperson Moroney made a motion to go into non-public for personnel. Selectman Greer seconded and the motion passed unanimously.

At 6:33 p.m. Selectperson Moroney made a motion to return to public session and seal the minutes. The motion was seconded by Selectman Greer, all were in favor. Motion to return to public session and seal non-public minutes passed unanimously.

Selectperson Moroney made a motion to adjourn the meeting at 6:34 p.m. Selectman Greer seconded this motion and the motion passed unanimously. Meeting adjourned.
