Carroll Budget Committee
Minutes of January 23, 2008

Members present: Tom Gately, Karen Moran, Bonnie Moroney,Carmine Fabrizio.
Ben Jellison, Lori Hogan. Excused: Ken Mills. There were no members of the public present.

Chair called the meeting to order at 7:00

Karen provided copies of the Department of Revenue MS-7 form which represents the 2008 budget recommendations. The form mirrors the budget worksheet from which the committee has been working, but is presented in the format required by the Department of Revenue.

The 10% cap over which the budget cannot be increased was also attached.

Lori asked if the 10% change was only effective if the total appropriations at the deliberative session are suggested to be higher. Answer is yes, although the public may also vote to reduce any item as well. No petition article can be deleted, nor have the intent changed, although the money may be adjusted. After discussion, the form was signed by all present and provided to Bonnie to give to Sue Kraabel. The form must be posted along with the complete town warrant not later than January 28, 2008.

Tom questioned the best format to provide relavant information about the budget to the public. He noted that the public hearing on 1/9/08 was well attended and they had gone through every line item. He suggested that the budget worksheet is what people are used to seeing, and wondered if it could be made available in hard copy and the overhead projection. Karen said she would check with Sue about the scanning capability or transmission to Jeff Duncan so the overhead could be used. Ben noted he thought Jeff was planning on having the overhead available as in the public hearing.

Deliberative session is scheduled for February 5 at 7:00pm.

With no further business, Ben motioned to adjourn, Bonnie seconded. Meeting was closed at 7:15pm.

Respectfully submitted,
Karen Moran, Secretary
