Meeting Minutes
March 3, 2008
"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

The meeting was called to order at 7:00 PM.

Members of the public present: Chris Hancock, Bill Dowling, John Trammell, Kelly Trammell, Evan Karpf, Roberta McGee, Bill Rines, Bill Smalley, Claire Gritzer

Pledge of Allegiance

The board announced the approval of bills and signing of checks.

Chairman Moroney moved to accept the minutes of February 25, 2008, as written. Selectman Vecchio seconded and the motion passed unanimously.

The report from Stan Borkowski is posted on the bulletin board.

The selectmen approved and signed the following documents.

A letter from Claire Gritzer, Library Trustee, was read by Chairman Moroney. In it she asked if the town crew could go to Troy NH to pick up a 6 ft. long storage cabinet that was offered for free by that town’s library. She also asked if they could store books for the Labor Day book sale in the town hall supply closet. Chairman Moroney asked Ms. Gritzer where they planned to put the cabinet, and Bill Rines how much it would cost to drive down to Troy. Ms. Gritzer said they thought they could put it in the hall near the old entrance to the library. Mr. Rines said between salary for 2 men and gasoline, it would be about $400. Chairman Moroney asked Bill Smalley if he could give us a price to build a cabinet – it would have to be cheaper than the “free” one. It was then decided that the closet was not a suitable place to store books. Chairman Moroney suggested books could possibly be stored upstairs.

Discussion took place about available funds from the NH Highway Safety Agency. The deadline for filing is March 31, 2008. Evan Karpf asked if maybe we could get some money for the highway cleanup day in the spring. He will get copies of the letter we received and look into it. John Trammell said Rick Brown is already working on grant money for the police related items.

Chairman Moroney said she had read the Wetlands Permit letter from NH DES, and didn’t think we’d have to have a Shoreline Permit. The permit will be signed by both the town and the contractor after the election, assuming the bridge warrant article passes. It was reported that Harold Garneau is working with the state on particulars for moving the current bridge, and should have additional information in the next week.

Bill Dowling asked the selectmen to sign a thank you letter to Leo Traverse of Hazmateam. He once again has donated some safety equipment to our highway department. This time we received a safety harness and lanyards. Both selectmen and Mr. Dowling signed the letter.

Chairman Moroney mentioned the upcoming Hazardous Mitigation Meeting. It will be with Heidi Lawton in the town hall on Tuesday, March 25th at 6:30 pm. Participation is requested of the Selectmen, Fire Chief, Police Chief, and Road Agent, and Emergency Management Director.

Chairman Moroney reminded everyone of Candidates’ Night on Tuesday March 4th at 7 PM. Some warrant articles will be discussed after the candidates speak.

At 7:25 PM, as there was no additional business, Chairman Moroney declared the meeting ended, and moved to go into executive session regarding legal matters and personnel matters. This was seconded by Selectman Vecchio. The board was polled, and went into executive session.

At the close of executive session, Chairman Moroney made a motion to return to public session and seal the minutes from executive session; Selectman Vecchio seconded and the motion passed unanimously.
