Meeting Minutes
April 21, 2008
"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

The meeting was called to order at 7:00 PM.

Pledge of Allegiance

The board announced the approval of bills and signing of checks.

Chairman Moroney moved to accept the minutes of April 14, 2008, as written. Selectman Vecchio seconded and the motion passed unanimously.

Former Selectman Strasser came into the office earlier in the day and gave written approval of the minutes of February 11, 2008, and as such moved to approve them. Chairman Moroney seconded the motion, and it was considered passed.

The report from Stan Borkowski has not been received.

Tina Lunderville from Connecticut River Bank came to the board with paperwork for a $450,000 line of credit to be used during the construction of the new bridge over the Ammonoosuc River. The loan will be paid when we receive the final reimbursement from the state. Chairman Moroney moved to sign all the documents for the loan at 3.59% interest. Selectman Vecchio seconded the motion and it was passed unanimously. Chairman Moroney then announced that we had received approval of the $30,000 grant from the New Hampshire Trails Bureau that Harold Garneau had submitted on behalf of the town.

Bill Dowling came to talk about the proposed landfill monitoring well on the Pike property. He said the original location he pointed out to the selectmen was incorrect, and that the topography of the land has the water flowing toward the location approved by the state. Chairman Moroney said her concern is that by the time testing shows contamination, it’s already too close to the house. Mr. Dowling said well #5 is 30 ft. deep and the new one would probably be 30-50 ft. deep. While the concern is that groundwater is contaminated, the Pike’s and near properties are on town water rather than wells. The fact that the proposed site is near their leaching field was noted. It was also noted that the selectmen overlooked a different well location on the map that was sent to the state for approval and to the Pikes before they signed the Access Agreement. Now the concern is that the Pikes are okay with the new location. Mr. Dowling is going to Littleton on Wednesday, and will talk to the Provan & Lorber engineer, and will see if it’s possible for him to come meet with the selectmen and the Pikes next week. He said the state has been notified that drilling the new well last week was cancelled. Mr. Dowling will report to the office after his meeting, and we will contact Curtis & Becki Pike at that time.

Chairman Moroney read a Memorandum of Agreement (MOA) to be submitted to the Advisory Council on Historic Preservation regarding replacement of the Old Town Bridge. This document pertains to the removal and placement of the old bridge to a location over Little River. The current contract with Bayview covers the removal of the bridge to a temporary site, but the installation at a permanent site will be a separate project. Harold Garneau has been working with Hoyle Tanner and the state on all of this, and this MOA is just a formality. Chairman Moroney moved to sign the agreement, Selectman Hancock seconded, and the motion was passed unanimously.

Selectman Vecchio read a Conditional Offer of Employment submitted by John Trammell. This is for Meredith Atwood, who will become a part time Police Officer when she completes the necessary training from the state. The state will pay for the training and Ms. Atwood has agreed to participate without being compensated by the town for her time. Chairman Moroney moved to sign the offer, Selectman Vecchio seconded, and the motion was passed unanimously.

Phil Bodwell of Commerford Nieder Perkins, during his last visit in the office, asked if the selectmen had a preference as to where they started the canvassing for the first year of the 5-year revaluation cycle. He suggested they start in Twin Mountain, as that’s where they started the last time. The selectmen concurred. There was a brief discussion about how the next revaluation will progress. CNP will re-visit every property, one quarter in each of the first four years, and then the wrap up details will be done in the fifth year.

An Intent to Excavate for Bill Rines was approved and signed.

North Country Council sent a letter asking if the selectmen would appoint two Commissioners to the governing body of NCC. There are 3 quarterly meetings and an annual meeting. The paperwork will be in the office until we have names to submit. Joan Karpf said she’d talk to Evan about this.

It was reported that the locksmith had been at Town Hall to discuss new locks for the two entrance doors. He will be back at the end of the week to actually do the work, and everyone will get new keys for the building. Records will be kept of who has keys.

Ms. Karpf reminded the group that portions of the Ammonoosuc River had been designated as a protected river. DES is offering signs to be erected on bridges over the river, and Ms. Karpf asked for selectmen approval to post the signs. There will be no cost to the town, as Ms. Karpf will find funding elsewhere. She will also contact NH DOT since Rte. 302 is a state road. There will be two sets of signs, as the designation does not go beyond the Lower Falls Bridge. Chairman Moroney moved to approve erection of the signs. Selectman Vecchio seconded the motion, and it was passed unanimously.

Bill Rines reported to the selectmen that the 1 ton Ford truck has engine troubles. There is diesel fuel in the radiator. There are two possible reasons for this, and fixing either one involves pulling the engine, and the cost will probably be at least $5,000. Mr. Rines said he doesn’t have money in his budget for this and wondered if the selectmen had the authority to take money out of the highway equipment capital reserve fund. Mr. Rines said he’d talked to the Ford garage in Lancaster, another in Littleton, and Dick Harris’s garage in Whitefield, and had decided to go to Dick Harris. When asked about a warranty on the repair, Mr. Rines said nobody would warranty the work because of how the truck is used. Selectman Vecchio questioned whether it was worth $5,000 to fix the truck and Mr. Rines said he thought it was. It will take at least a week for the work to be done. Chairman Moroney moved to have the repair work done, Selectman Vecchio seconded, and the motion was passed unanimously. We will check on the possibility of using capital reserve funds. Roberta McGee said she’d heard that somehow through North Country Council, money was available for a diesel truck.

Mike Gooden said everyone probably knew that the Historical Society had been working on the building at the cemetery, and he said they have now put a sign on the building for the cemetery. Chairman Moroney thanked him for all the work the Society has done.

At 8:47 PM, as there was no additional business, Chairman Moroney declared the meeting ended, and moved to go into executive session regarding personnel. This was seconded by Selectman Vecchio. The board was polled, and went into executive session.

At the close of executive session, Chairman Moroney made a motion to return to public session and seal the minutes from executive session; Selectman Vecchio seconded and the motion passed unanimously.
