Meeting Minutes May 8, 2008



“These minutes of The Town of Carroll Board of Adjustment have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions, and corrections by The Board of Adjustment at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2”

Members of the Board present: Joan Karpf, John Goodney, Paul Bussiere

Members of the Public present: Mark Vander-Heyden

Meeting called to order at 7:25 PM with the Pledge of Allegiance.

The minutes for April 10, were reviewed and John Goodney made a Motion to: accept them as written. Joan Karpf seconded, and the motion passed unanimously

Mark Vander-Heyden, Surveyor, was in with an application for an Area Variance on behalf of the Bergeron property on Lennon Road, Map 407, Lot 030. The Bergerons wish to subdivide their land into two lots, one of which would be 3.10 acres (with the house) and the other which would be 15.17 acres. They have a prospective buyer for the larger lot but it does not have 200 feet of frontage on the main access road as required for the rural zone. Minor discussion of the topography of the land took place, with it being noted that there was very little incline. Mr. Vander-Heyden’s plan shows there is an area which has 82.32 feet of frontage on Lennon Road, which they are proposing as the access. However, there appears to be a discrepancy between this map and the town map, as the latter also shows an additional access of more than 130 feet. Mr. Vander-Heyden offered to go to the Registry to get a copy of the plan that had been recorded years previously and from which he worked for his survey points.

As it appeared that all information was included, Paul Bussiere made a Motion to: accept the application as written, with the understanding that Mr. Vander-Heyden will get clarification on the road frontage issue by getting a copy of the plan at the Registry and bringing it to the office. John Goodney seconded. Mr. Bussiere then amended his Motion to add: that the abutter list is accurate and complete. Mr. Goodney seconded this, also. The amendment passed unanimously and the main Motion also passed unanimously.

The Public Hearing for the Area Variance was set for Thursday, June 12, 2008.

Chairman Karpf brought up the subject of a Vice Chairman, as she said if she needed to have someone who could take over a scheduled meeting if she is unable to attend. After some discussion, Joan Karpf nominated Paul Bussiere as Vice Chairman. John Goodney seconded the nomination and Mr. Bussiere was elected unanimously. Mr. Bussiere was reminded to update his Oath of Office with the Town Clerk.

There being no further business, Paul Bussiere made a Motion to: adjourn the meeting. John Goodney seconded, and the motion passed unanimously.

The meeting was declared ended at 7:55 p.m.
