Meeting Minutes
August 4, 2008

"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

The meeting was called to order at 7:03 PM

Members of the public present: Roberta McGee, Leslie Bergum, Tom Gately, Carmine Fabrizio, Ann Fabrizio, Linda Webb, June Marihugh, Billy Rines, Bill Smalley

Pledge of Allegiance

The board announced the approval of bills and signing of checks.

Chairman Moroney made a Motion to: accept the minutes of July 28, 2008, as written. Selectman Hancock seconded, and the Motion passed unanimously.

Stan Borkowski’s report was not received. The Secretary was asked to request a report for next week.

The following items were approved and signed:

Water Warrant – Maturo
Town Hall Use Permit Application -- Recreation Committee, August 19
Magic Show, 10 a.m. to 1 p.m.

Information was requested by Josiah Bartlett, Bretton Woods, about the possibility of having a walk or road race to raise money for Pulmonary Hypertension. His thought was to have it on a weekend day in late September. He did not have a specific route or distance, and was not sure where to begin to make plans. He was advised as the main roads are State roads that he would most likely start with the State, so he was looking to the Select Board for guidance. The Board confirmed it would be a State issue rather than a town one and he should be advised of that.

Leslie Bergum told the Board of a group called the Crawford Notch working group that has begun meeting and is working on an asset list of cultural and historic sites from Bartlett to Twin Mountain. This is being done in anticipation of the one hundredth anniversary of Crawford Notch State Park as well as the centennial of the Weeks Act in 2011. They would welcome the input of local people and invite anyone interested to please join the group. There was a brief discussion of the types of things they hope to do and people in the area who might help with their knowledge of the area.

Bill Smalley reported that he had received a quote not to exceed $600, from electrician, Tom Devin, for the installation of a small hot water heater under the kitchen sink in the Town Hall. There was discussion of where this should be connected. It was noted that the sink on the left is most frequently used, so it should definitely be to that one, and to the right sink, if possible.

Chairman Moroney made a Motion to: have the water heater installed. Selectman Hancock seconded, and the Motion passed unanimously.

Bill was asked to contact Mr. Devin.

Linda Webb and June Marihugh came on behalf of the people who became the unknowing victims with the eviction of the former owner of Naturally New Hampshire. Several people who had paid their month’s rent to Ms. Fekay were suddenly homeless and, as neighbors, Ms. Webb and Ms. Marihugh were concerned that they be taken care of. Chairman Moroney assured the ladies the Town had been approached for assistance and were already helping them. She further assured them that no one would be on the street, and noted that this would be discussed in more depth during Executive Session.

As there was no further business, Chairman Moroney declared the meeting ended at
7:20 p.m. and moved to go into Executive Session for personnel and town aid matters. The Board was polled and went into executive session.

At the close of executive session, Chairman Moroney made a Motion to: return to public session and seal the minutes from executive session. Selectman Hancock seconded and the motion passed unanimously.

There being no further discussion, Chairman Moroney made a Motion to: adjourn the meeting. Selectman Hancock seconded and the Motion passed unanimously. Chairman Moroney declared the meeting ended at 8:30 p.m.
