Meeting Minutes
August 11, 2008

"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Bonnie Moroney, Christopher Hancock

The meeting was called to order at 7:00 PM

Members of the public present: Roberta McGee, Leslie Bergum, Tom Gately, Carmine Fabrizio, Ann Fabrizio, Jeff Duncan, Ben Jellison, Evan Karpf, Joan Karpf

Pledge of Allegiance

The board announced the approval of bills and signing of checks.

Chairman Moroney made a Motion to: accept the minutes of August 4, 2008, as written and Selectman Hancock seconded. The Motion passed unanimously.

Stan Borkowski’s report was received and posted.

Chairman Moroney spoke about the Selectmen’s Office hours and suggested that one morning a week the office not open until noon, in hopes of allowing the staff the opportunity to attend to tasks they would be otherwise unable to do-- working on archives and backlog when there is a particularly time-consuming project. This had been started a few years ago but was interrupted by the injury of one of the staff. Chairman Moroney made a Motion to: renew the Wednesday hours of two years ago, open at Noon and close at the regular time of 3 p.m. Selectman Hancock seconded and the Motion passed unanimously.

The papers for the trail crossing agreement were finally received. Chairman Moroney explained this is for the underground water crossing on the State owned Recreation Trail. Chairman Moroney made a Motion to: sign the Crossing Agreement and Selectman Hancock seconded. The Motion passed unanimously.

Ben Jellison came for the purpose of starting the paperwork involved with acquiring the new fire engine. Mr. Jellison asked the Selectmen to sign the “Agreement of Sale for Fire Apparatus” which he would mail in to initiate the process. He will return to the next meeting to complete the documentation required. Chairman Moroney made a Motion to: sign the Agreement, Selectman Hancock seconded and it passed unanimously.

Evan Karpf came on behalf of the Historical Society. They are planning to have their annual tractor pulling contest on August 30 and 31, Saturday and Sunday of Labor Day weekend. Dr. Karpf requested use of the land at the Town Hall and the restrooms for those days, both of which were granted. Dr. Karpf also spoke of the yard sale the Society holds up near the Information Booth and Gazebo. He said the members are concerned about the water line that is to be installed on School Street and they are wondering because of both pedestrian and vehicular traffic, if work on this could be delayed until after Labor Day. The Selectmen noted that they were not sure of the Department’s schedule—all the rain, etc., but are willing to speak with Billy Rines.

Leslie Bergum reminded everyone that the Ammonoosuc River Local Advisory Committee will be hosting the public hearing on the Upper Reach on Tuesday, August 12, at the Town Hall at 6:00 p.m.. She urged people to attend.

Mrs. Bergum also wanted to remind people of the workshop on Thursday, August 14, at 6:30 p.m., also at the Town Hall. This is being put on by the U.S. Forest Service regarding the Crawford project. Again, Mrs. Bergum urged people to attend as they are hoping to have a diverse group interested in becoming involved.

Roberta McGee mentioned the gypsy moths that seem to be becoming rather prevalent in town and wondered if there was anything that could be done about them. It was discussed that these are not only unsightly but also damage and kill the trees. Leslie Bergum and Joan Karpf spoke of material they had received a while ago for the Conservation Commission, and they offered to look into it to see if it might have suggestions of how to deal with this problem. The Selectmen agreed to bring this to Billy’s attention when he returns from vacation.

As there was no further business, Chairman Moroney declared the meeting ended at
7:18 p.m. and moved to go into Executive Session for personnel and town aid matters. The Board was polled and went into executive session.

At the close of executive session, Chairman Moroney made a Motion to: return to public session and seal the minutes from executive session. Selectman Hancock seconded and the motion passed unanimously.

There being no further discussion, Chairman Moroney made a Motion to: adjourn the meeting. Selectman Hancock seconded and the Motion passed unanimously. Chairman Moroney declared the meeting ended at 8:30 p.m.
