Meeting Minutes
August 18, 2008

"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

The meeting was called to order at 6:58 PM

Members of the public present: Roberta McGee, Bill Dowling, Evan Karpf, Bill Rines, Mike Gooden, Tom Gately, Carmine Fabrizio, Ann Fabrizio, Leslie Bergum, Erik Bergum, Jeff Duncan, Ben Jellison

Pledge of Allegiance

The board announced the approval of bills and signing of checks.

Chairman Moroney made a Motion to: accept the minutes of August 11, 2008, as written and Selectman Hancock seconded. The Motion passed unanimously.

Stan Borkowski’s report was not received.

The following items were approved and signed:

Sign Permit – Fosters, Route 3 South
NH-DRA Application for Reimbursement for Taxable State and Federal Forestlands
Water Warrant – Brauns
Town Hall Use Application – Rec Department
Assurance Agreement for North Country Council – To allow NCC to apply for and receive
Grants on behalf of the Town

Bill Rines gave an update on the School Street water line. Because of the large amounts of rain, the water table is very high and this has impeded the work they had hoped to do. The crew had gotten started with a trenchbox for transferring the meter pit and altitude regulator over, near the Information Booth before the weather changed. When concerns about safety of pedestrians were brought up, Mr. Rines informed the Board that it is not just a big open hole -- in addition to taping off the area of the pit, it has also been covered with plywood. While he doesn’t want it being walked on, it will prevent accidents. It was noted that the Historical Society will be having their annual yard sale over Labor Day weekend, but will hold it across the road from its usual location due to the water work. Chairman Moroney asked if it would be possible to postpone the water line work on School Street until after the holiday weekend. Between the yard sale at the top of it and the Historical Society’s annual tractor pull at the Town Hall, there will be lots of people and traffic. Mr. Rines said this will be started after Labor Day.

Ben Jellison came to complete the signing of the documentation required for acquiring the new fire engine. This will be mailed along with the check for the deposit of $155,000. Chairman Moroney made a Motion to: sign the remaining papers, Selectman Hancock seconded and it passed unanimously.

Chairman Moroney requested that a letter be written to the realtor, Richard Reinhold, who is handling the anticipated sale of Roberta Daly’s property. The letter will advise Mr. Reinhold of the agreement that Mrs. Daly has with the Town about the removal of the trailers. It will further notify the parties that if she reneges on the arrangement, the Town will remove them at Mrs. Daly’s or the new property owner’s expense. The Selectmen will sign the letter at next Monday’s meeting.

When asked about the Town Hall decking, Bill Rines advised that the water line will be done first, so there is no estimated time for this work currently.

Leslie Bergum thanked the Select Board for the use of the Town Hall on August 12, for the public hearing regarding the Upper Reach of the Ammonoosuc River. She said there had been many statements made in favor of this and the vote will be on September 3.

Evan Karpf asked for an update on water meters. Chairman Moroney advised that Ed Martin had been asked if he would take on the task of reading the meters temporarily. This will allow the town to get another reading this year. We were advised that we must have a year’s worth of readings to use for setting the rates, etc. and by doing this we should be able to go forward next year. Becki Pederson will be showing Mr. Martin how to use the equipment later this week. Dr. Karpf explained that the system where he had lived before moving here was the water department sent a post card for people to note their reading on and return. As an incentive for the residents to do it, they took a small amount off the bill. He also noted they did have safeguards in place to make sure the reported readings were correct, but said it worked well, and he just wanted to offer the idea.

Bill Dowling reported he had been to the office of the Superintendent of Schools to encourage recycling in the District. He said he had offered to buy their aluminum cans and that anything that comes here will be packed and shipped by them – he will not have to leave town.

Mr. Dowling also spoke to the Board about instituting pay-per-bag. He said the Select Board can authorize this with a public hearing and he further stated that the tipping fee and trucking cost will go away with this option. If this should be implemented, a tractor trailer will be brought in and the money for getting the area ready will come out of the special revenue fund. Discussion continued and it was noted that most towns around have this system. Mr. Dowling again urged the Board to put this through this year.

Tom Gately asked what could be done about the vagrant at the intersection. Mr. Gately said people are afraid of him and that he has approached cars that have to stop for the lights. Apparently the man is living under or near the bridge and Jeff Duncan said someone is trying to find out who owns the land. It was stated that there is little that can be done about him if he doesn’t do anything to break a law. Chief Duncan also said the Town could pass an ordinance prohibiting loitering, pandering or such. It was suggested that Mr. Gately report to the Police that the man had approached the vehicles.

Chairman Moroney advised that the Board will be making schedules during September for department heads to come with their budgets. She suggested they may want to start thinking about them because the time is fast approaching!

As there was no further business, Chairman Moroney declared the meeting ended at
7:37 p.m. and moved to go into Executive Session for legal, personnel and town aid matters. The Board was polled and went into executive session.

At the close of executive session, Chairman Moroney made a Motion to: return to public session and seal the minutes from executive session. Selectman Hancock seconded and the motion passed unanimously.

There being no further discussion, Chairman Moroney made a Motion to: adjourn the meeting. Selectman Hancock seconded and the Motion passed unanimously. Chairman Moroney declared the meeting ended at 9:10 p.m.
