Meeting Minutes
February 2, 2009

"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

The meeting was called to order at 7:06 PM.

Members of the public present: Roberta McGee, John Trammell, Kelly Trammell, Linda Dowling, Bill Dowling, Tom Gately, Steve Messina, Carmine Fabrizio, Ann Fabrizio, Jeff Duncan, Bill Rines, Bill Smalley

Pledge of Allegiance

The board announced the approval of bills and signing of checks.

Chairman Moroney made a Motion to: Accept the minutes for January 26, 2009 as written. Selectman Hancock seconded and the Motion was passed unanimously.

Stan Borkowski’s report was received and posted.

Chairman Moroney reported that a letter had been received from Barbara Warren and J. Preston, homeowners in Bretton Woods who, as with letters received from several other property owners there, expressed that their property taxes are too high and that they believe they are being unfairly treated by the Town. The Selectmen signed a letter to Ms. Warren and Mr. Preston, similar to those sent to the others in which they explained the tax process. Included were the same graphs and charts of comparison to other towns in the area, with the hope that these would help them understand the procedure as well as that everyone in the Town pays the same tax rate – and that all pay based on the value of their property.

Steve Messina came in regarding his petition article (Article 31) for a driveway easement on the land in Bretton Woods that may be donated to the Town by CNL and Bretton Woods Land Co. Mr. Messina noted that the Selectmen did not recommend it, and he and Mrs. Messina are in hopes of changing that. They believe the Selectmen’s decision will make a big difference as to whether the article is approved or not, therefore, Mr. Messina will be amending the article at the Deliberative Session to specify they will only put a residence on their property rather than the business they had spoken of. This would relieve the potential traffic situation and consequently, any concern regarding insurance and liability. Mr. Messina had checked on the insurance and feels the town has sufficient insurance. Mr. Messina asked that the Selectmen decide to change their minds and recommend the article. The Selectmen responded that they may change their recommendation verbally at the Deliberative Session, but they cannot do so now.

Selectman Hancock asked if Mr. Messina understood about the land donation, that it could go back to Bretton Woods if the article is not approved or if the terms are not met, and Mr. Messina said he did. Also, Fire Chief, Jeff Duncan said location of the driveway depends on the location of the future fire building – and the driveway may have to be moved at some point. Mr. Messina said he does understand – that it may be a temporary driveway to begin with.

Chairman Moroney asked Bill Rines about the leaking problem in the Selectmen’s Office – which was discovered early that morning when water was coming in through two light fixtures as well as the ceiling in several areas. Mr. Rines said the ice has pulled the metal which has made the holes larger where the screws are and when the water backed up from the rapid change in temperature, it came in through them. It is believed that it was also not insulated or vented properly from when the addition was put on. Discussion of calling the insurance company to find out if there is coverage for any loss took place, as well as getting an evaluation of any damage. It was decided that both should be done and that something should be put together about what is needed. We should contact local contractors, but it must go in the paper so everyone will see that we are getting bids. It was felt we should get information from the insurance adjuster as to what we’ll be looking for; and noted that if there isn’t any coverage, we should ask the best way to go about getting it repaired. It was also asked if the builder had been contacted about the problems and Mr. Rines said they had been many years before. They did not feel they needed to do anything. The comment was made that maintenance is required on everything and when something is broken, it should be fixed.

Chairman Moroney said she had gone to the NHMA Municipal Advocacy Committee (MAC) meeting on Friday, January 30. She said there is a bill in now for a five cent gas tax increase for the next three years; however, as the State is more than seven million dollars over budget, they are also trying to find out how to get more money. Mrs. Moroney said they had several suggestions and tried to get suggestions from people in attendance to take to the Governor. He will be making cuts but not until after our meeting. Mrs. Moroney said there was a good crowd, but not all towns were represented.

Roberta McGee referred to the article in the Democrat a month or so about Coos County being overpaid by the State and wondered what had happened about it. No one had seen anything since.

As there was no further business, Chairman Moroney declared the meeting ended at
7:30 p.m. and moved to go into Executive Session for Town Aid matters. The Board was polled and went into executive session.

At the close of executive session, Chairman Moroney made a Motion to: return to public session and seal the minutes from executive session. Selectman Hancock seconded and the motion passed unanimously.

There being no further discussion, Chairman Moroney made a Motion to: adjourn the meeting. Selectman Hancock seconded and the Motion passed unanimously. Chairman Moroney declared the meeting ended at 8:05 p.m.
