Meeting Minutes
February 9, 2009

"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

The meeting was called to order at 7:00 PM.

Chairman Moroney opened the meeting with a moment of silence for John Goodney who had passed away that morning.

The board announced the approval of bills and signing of checks.

Chairman Moroney made a Motion to: Accept the minutes for February 2, 2009 as written. Selectman Hancock seconded and the Motion was passed unanimously.

Stan Borkowski’s report was not received.

The following items were approved and signed:

Town Hall Use Application – Rines, Mason
Abatement Form, 2008 Taxes – Gozzo (form that had been left out of the packet the week
before)

An Application for Veterans’ Tax Credit was received from Shirley Grassie. All seemed in order, but a bit of research has to be done, as to be eligible during particular periods of time, certain medals must have been received.

Chairman Moroney read a letter from the Office of the State Fire Marshall regarding Unit 42 at 55 Forest Lane, Bretton Woods. This unit had burned at year ago and the rebuild had just been completed. Jeff Duncan, Fire Chief, would not approve the Certificate of Occupancy upon its completion because the structure was not built to Code, which Chief Duncan had advised of when he inspected it at various stages during reconstruction. It was asserted by all in Bretton Woods, including the President of the Homeowner Association, that the unit could be rebuilt according to the code which was in effect at the time of the original construction. Mr. Duncan agreed that was true as long as it was rebuilt exactly as it had been when the fire destroyed it, but as the new unit included a loft which could be used for sleeping and did not have an “emergency rescue opening,” it had to comply with the current Code. The investigator from the Fire Marshall’s Office concurred with Chief Duncan. Chief Duncan said he had spoken with the contractor who was making the adjustments and when they are completed, the unit will be inspected and most likely a CO would be forthcoming. Chairman Moroney asked that a copy of the letter be sent to Mr. Penner, President of the Homeowner Association.

Chairman Moroney read a letter from the Selectmen to Greg Placey, NH State DOT, supporting the request to remove the passing lane and reduce the speed limit on Route 302 in Bretton Woods by Mr. and Mrs. Vancoppenelle at Above the Notch Motel and the other business owners there. Mr. Vancoppenelle had also written the request and had all the businesses sign it – this will be included with the Selectmen’s letter. Chairman Moroney made a Motion to: Sign the letter. Selectman Hancock seconded and the Motion was approved unanimously.

Leslie Bergum said she applauds the Selectmen on their decision and thanks them and the business owners. As a resident of Bretton Woods, she uses Route 302 and has long thought the traffic goes much too fast for the area that it is.

The Office received a call from the U.S. Census Bureau that they will be hiring a large number of people to help complete the Census for 2010. To that end, they requested permission to use the Town Hall for training the people who will be hired from our general vicinity, which they believe will be about twenty. The training will be four days from 8 a.m. to 4 p.m. or 9 a.m. to 5 p.m. Our request showed the dates of March 13 to 16; however, as they include a weekend which we feel may be an error we will call and check the dates. The Selectmen believe any dates will work as the request is for daytime hours and generally any extra use is in the evening. Chairman Moroney made a Motion to: Give the Census Bureau permission to use the Town Hall. Selectman Hancock seconded and the Motion passed unanimously.

Bill Rines reported that he and his crew had found several areas in the Town Hall that were leaking heat, which would contribute to the ice backup problem of a week ago. They have put in some insulation and have substantially reduced the heat leakage. Mr. Rines believes this would also be part of the solution for the roof problem, and also noted that he believes there is enough ventilation in the attic we can stop the heat from going up. He advised that he is trying to get three contractors to look at the situation and give their opinions and estimates.

It was reported that notification had been received regarding the grant for the recreation bridge. The Town should receive a check for $30,000 within the next two to three weeks. Again, it was Harold Garneau who found and pursued this grant and made sure that all paperwork was submitted as required. Mrs. Moroney noted that Mr. Garneau worked hard on this grant.

Chairman Moroney said the Selectmen are going over budgets to get an idea of areas that may be reduced to get the proposed budget down to the amount approved at the deliberative session. At some point, they will bring in the department heads for discussion. Jeff Duncan asked if they had figures or an idea of a percentage that they would like the department heads to work with. They said they’re only working with numbers now, but if they come up with things they think they can do without, to please let the Board know.

The Lease for the Police building is up for renewal. Chairman Moroney read the amount, which is $1,450 per month and terms of the lease, which remain the same. Chairman Moroney made a Motion to: Sign the Lease. Selectman Hancock seconded and the Motion was unanimously approved. Lori Hogan arrived just after and signed at the end of the meeting.

Chairman Moroney made the announcement that as Monday, February 16 is a holiday – President’s Day – there will not be a meeting, and Town Hall will be closed that day.

Bill Dowling told that price for commodities is still down. He had just sold cardboard for $266 compared to $2,000 plus for the same amount about nine months ago. He will be meeting with a gentleman from Northeast Kingdom Recycling Tuesday and then he may begin to recycle all plastics, even if doesn’t get any money for them as it gets them out of the waste stream. However, Mr. Dowling said he will not take plastics until he has a place to take them.

Mr. Dowling also reported that he has someone coming from Verizon to test for a cell tower at the Transfer Station.

Jeff Duncan asked if the Board would be interested in having a rep from LGC (Local Government Center) come and talk about liability coverage, particularly regarding emergency driving liabilities. He is concerned about information that has come out recently and not all of it is true. The Board agreed it would be a good idea, and Mr. Duncan said he will set it up.

Bill Dowling then said he had been at a meeting at The Rocks and learned that Inland Divers had been sold. He said the new company should not be inspecting fire extinguishers in the Town of Carroll. Jeff Duncan said he is aware of the situation and that the town as other options.

Leslie Bergum reported that House Bill 452 for the Upper Reach of the Ammonoosuc River is still awaiting a hearing date but that it may be in early March. She said Rep. Scott Merrick is the major sponsor.

Roberta McGee wondered if there is a weight limit on Parker Road as there had been some heavy equipment taken across it recently. Bill Rines responded that any weight limit can only be temporary, and there isn’t any at this time. He said the town had been challenged in the past, so he follows the State guidelines. We cannot stop anyone from driving on the roads except in the Spring.

As there was no further business, Chairman Moroney declared the meeting ended at
7:45 p.m. and moved to go into Executive Session for personnel and legal matters. The Board was polled and went into executive session.

At the close of executive session, Chairman Moroney made a Motion to: return to public session and seal the minutes from executive session. Selectman Hancock seconded and the motion passed unanimously.

There being no further discussion, Chairman Moroney made a Motion to: adjourn the meeting. Selectman Hancock seconded and the Motion passed unanimously. Chairman Moroney declared the meeting ended at 8:55 p.m.
