Members present: Tom Gately, Carmine Fabrizio, Lori Hogan, and Bonnie Moroney

Excused: Mike Shea

Guests: Jim Covey, Becki Pike, Devin Hogan, and Al Strasser

Meeting brought to order at 7:12PM by Lori.

First business is the need for new members, Ken is now doing select board and Lori will be taking much less of a roll in the committee. Lori asked those in the audience who was interested in being on the committee and all three said they were. She said that Ben was the one who would appoint the new members, but that she would get the names and phone numbers to him.

Because of needing the new members we will wait until the May 20th meeting to go over the by-laws and the election of officers.

Lori explained that until Oct. the committee usually goes over the budget and any other project they feel that needs to be looked at. Lori addressed the new budget and how it was passed with a total bottom line, explaining that the select board needs to work with this number and not follow the proposed budget that they had worked on. Lori asked Bonnie how we got to the number that the people wanted, and Bonnie said the used the proposed budget, the final on last years budget and adjusted the numbers of amounts not used and the increases that were being asked for.

Carmine said that by not passing the $1.00 on the PD it blocked them from looking for other money that might be out there.

Lori feels we need to show more information on the % increase as we move through the process, or come up with the total % increase and what the total $ value it will come out to. She was also concerned that none of the Capital Reserves had passed. She felt that we also need to start telling the dept what % increase that they are to stay within rather then just letting them do a proposed budget for the coming year. Jim Covey, felt the people didn’t want to spend the money and he felt that the police dept. or any other one had not pushed to get people to back them.

Lori said that we need to set goals for the coming year. Some of them might be, monitor the number that we have for 2009, go over some of the things that were brought up by the people at Deliberation, so that we can address them, and look into another fuel company.
Bonnie said that the town is looking into the same one that the motel owners are using.

Lori said that the majority of the people that she deals with in the Lincoln area took a 25% cut. We can plan that things are not going to change for the better very soon, and we need to plan for this. A lot of people in that area are not advertising as people are not spending so why bother. We need to keep the town running appropriately.

Jim Covey, said that Lancaster put into the budget each year a certain amount so that they can purchase a new vehicle every 3 years. Bonnie said that would not seem possible as everything left at the end of the year on the budget goes into the general fund. Jim said he would check with John Gardiner and find out how they do this.

It was said that we need to list the rate of pay for each employee and the benefits package cost. Need to try and put this information out earlier. Check what the LGC has listed on their web page for the other towns. And also price out the benefits, understand the calculation and the backward calculation that affects the tax rate.

Next meeting is scheduled May 20th at 7PM. At that meeting we will set schedule for the coming year, go over by laws, vote to elec. Officers, and recap goals for 2010. Also ask Maryclare to purchase a copy of the Basic Financial Policies for the budget committee.

The only correspondence was a notice for the 1st annual energy conference.
