Meeting Minutes
March 15, 2010

"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Chris Hancock, Bonnie Moroney, Mark Catalano

The meeting was called to order at 7:00 PM by Chairman Hancock.

Pledge of Allegiance

Linda Dowling was in attendance with video equipment and Chairman Hancock read the following statement: “This meeting is being taped by a private citizen. It is not done under the auspices of the town and is not an official record of the town.”

The board announced the approval of bills and signing of checks.

Chairman Hancock made a motion accept the minutes from March 8, 2010, as written. Selectman Moroney seconded the motion, and it passed with Selectman Catalano abstaining, as he was not a selectman at that meeting.

Selectman Moroney made a motion to name Chris Hancock the Chairman of the Board of Selectmen for the next year. Selectman Catalano seconded the motion, and it was passed unanimously. Selectman Moroney then thanked Ken Mills for his year of service on the Board. She said they appreciated the fact that he accepted the appointment, and then attended many classes to educate himself in town government. She said Mr. Mills was an asset to the board during the one year he served.

Oath of Office paperwork for the following elected officials was approved and signed by the selectmen. Mark Catalano, Selectman; Susan Kraabel, Treasurer; Roberta McGee, Cemetery Trustee; Ben Jellison, Moderator; Ann Fabrizio, Trust Fund Trustee; Georgia Brodeur, Library Trustee; Tom Gately and Carmine Fabrizio, Budget Committee members.
Steve LaFrance of Horizons Engineering came before the board to discuss the letter of deficiency the town received from the NH Department of Environmental Services. This letter is regarding the culvert and diversion ditch put in by the town on Old Town Road. Mr. LaFrance brought four photos he’d taken of the work done: the culvert and river, the ditch, and the road that had been re-graded after completion. He said the diversion ditch has helped a lot and that the new culvert would only get water in it under extreme circumstances. If it’s removed the water would all go to the next culvert down river. Mr. LaFrance said the town could file an application to keep the culvert or file a plan to remove the culvert. Either way the NH DES wants a plan filed by April 10th. Mr. LaFrance said he’d spoken to Jae Whitelaw about this and she’s still working on the location of the right of way issue. Mr. Gadbois wants the town to remove the culvert, but hasn’t indicated he would pay for flood damage to the road if the culvert is removed. Mr. LaFrance offered to write a letter to the state asking for an extension of time to file a plan to either keep or remove the culvert. Chairman Hancock moved to have Mr. LaFrance write this letter. Selectman Moroney seconded, and the motion was passed unanimously. Mr. LaFrance stressed the importance of getting an agreement with Mr. Gadbois to leave the diversion ditch in place. Without it, he feels we’d have continual erosion of the road and gravel going into the river.

Chairman Hancock reported that Mr. Mills had gone to a Recreation Committee meeting that ended up not having a quorum, but some discussion took place. The committee is considering bringing the Rec Program back to a simplified program like it used to be. They are discussing limiting participation to Twin Mountain children only. Apparently there have been some problems with having out of town kids, plus our taxpayers pay for a lot of the program. Lori Hogan said last year there were not as many kids as in the past, and they had too many counselors. She said if there were only Twin Mountain kids they’d have better control over hiring the proper number of counselors to ensure the safety of the children. Ms. Hogan said nothing has been decided, that the committee will put together a policy for a simpler program and will bring it to the Board of Selectmen. Mr. Mills said that before the election he’d offered to sit in on the hiring process and is still willing to do that. Selectman Moroney made a motion to have Ken Mills (an outside party from the Rec Committee) participate in the Rec hiring process. Chairman Hancock seconded, and the motion was passed unanimously.

Mr. Mills stood to thank his supporters in the recent election. He complimented Mark Catalano for stepping up to serve the town, and stated his support for the entire board. Mr. Catalano then stated that he appreciated the offers of help and support he’d received from Mr. Mills.

Jim Covey brought up an email he’d received on March 5th from Bonnie Moroney. In it he said Ms. Moroney attacked the Chamber of Commerce, called us back stabbers and cowards, and said she would not support the Chamber in the future. He asked Ms Moroney how she’d arrived at this conclusion and to explain her attacks. Ms. Moroney said Mr. Covey had asked if the Women’s Discussion Group would have Candidates’ Night and she said she’d see if they could do it, but that Mr. Covey and the Chamber immediately proceeded without regard to her statement, to schedule their own Candidate’s Night. She said she’d been told by someone who’d watched the Channel 2 broadcast of the Chamber’s night that the impression left for viewers was that candidates not attending just didn’t show up, not that there were legitimate reasons they couldn’t attend. Mr. Covey said she’d never indicated the WDG would do the forum, the president of the Chamber thought it was okay, so they proceeded. Mr. Covey questioned Ms. Moroney’s comments about Mr. Mills being dragged through the mud and asked if Ms. Moroney watched the broadcast. When told no, he said Mr. Mill’s name was never mentioned much less maligned. When Ms. Moroney brought up the fact that the 2nd event was not taped even though there were more candidates present, she was told that the Chamber, as a private entity, had to request the taping and they did. Discussion took place regarding these events plus the anonymous emails going around prior to the election. Mr. Covey said neither he nor the Chamber was behind all the emails and that he’d never been a back stabber; he has always been up front with people. He said that Ms. Moroney should hold him accountable for what he says, but it’s wrong for her to attack a group of business owners who were responsible for nothing. Ms. Moroney said she felt the forum with only one candidate for selectmen present was wrong, that Mr. Mills didn’t have the opportunity to present his side. Some heated discussion took place between Mr. Mills and Mr. Covey. Mr. Mills later apologized to Mr. Covey and the group for his inappropriate outburst. Ms. Moroney in the end stood by her opinion. Donna Foster spoke to the anonymous emails saying they need to stop. She said the people in town need to work together FOR the town, not to divide it.

Jeff Duncan said the state gas/diesel pumps in Twin Mountain will close for construction as soon as the current supply of fuel is gone. He said they’re estimating closure to last through May, but he would estimate it would be three months. Chief Duncan said he’s already approached Foster’s and Garneau’s about a program for town vehicles during this down time. Selectman Catalano pointed out that there were two other gas stations in town, but it was noted that they don’t sell diesel fuel. Chief Duncan noted that Garneau’s closes at 6 and is not open on Sunday. Ms. Foster said that they would give the town 5 cents off the pump price, and she brought in the forms to submit to the state to get fuel tax money rebated. She also said they would come down to the store during off hours if necessary. Further discussion was tabled until next week.

Selectman Moroney gave the other selectmen a copy of an Agenda and Meeting Policy she’d put together for consideration by the board. She asked that they read it and come next week with comments and suggestions. It was decided not to post this on the website now, as it is currently a work in progress.

Selectman Moroney announced that the Women’s Discussion Group had raised $185 for the food pantry on election day. She also mentioned that Maryclare Quigley’s absence was because she was with her family at Dartmouth Hitchcock after her son Brendan’s skiing accident.

Frank Maturo brought up the 5 cottages affected if Old Town Road washes out. He said they’re used a lot in the summer, and is concerned about fire and ambulance access if the road washes out. The selectmen said they will keep this issue in mind when dealing with Mr. Gadbois.
Leslie Bergum said that there will be a White Mountain National Forest Open House on March 30th from 3 to 7 pm at the AMC Highland Center. She said there will be an overview of the Crawford Stewardship Project, and it will be an opportunity for people to talk to Forest Service personnel about the proposal and stewardship contracting. The notice of this Open House will be posted on the bulletin board in the town hall.

Bill Dowling reported to the board that he’s been researching sources for the glass crusher that was approved for purchase. He said there’s a company in Hillsboro, NH that makes one with a gas engine and one in Rochester, NH with an electric motor. He said there are others available from different parts of the country as well. Mr. Dowling is checking on availability of parts and technical support. He said having someone fairly local available is very important. When he’s finished gathering information, he’ll bring it in to the selectmen and it can go out for bid.

As there was no further business, Chairman Hancock moved to go into Non-Public Session for Personnel Matters and Town Aid at 8:11 p.m. The Board was polled and went into Non-Public Session.

At the close of Non-Public Session, Chairman Hancock moved to return to Public Session and seal the minutes from Non-Public Session. Selectman Moroney seconded and the Motion passed unanimously.

There being no further discussion, Chairman Hancock made a Motion to: adjourn the meeting. Selectman Moroney seconded and the Motion passed unanimously. Chairman Hancock declared the meeting ended at 9:47 p.m. The next meeting will be Monday, March 22, 2010.
