TOWN OF CARROLL CIP COMMITTEE

October 19, 2010



Members present: George Brodeur, Lori Hogan, Donna Foster, Tom Gately, Evan Karpf and Bonnie Moroney

Excused: Ken Mills, Jeff Duncan, Mike Brunetti, and Mark Catalano

Meeting was brought to order by Lori at 7:08PM

Donna, handed out the print outs that she had made from the warrant articles that had been copied from town meetings starting back in the 1970’s. She made a list of what Capital Improvement Plans and in what year they were established. She also had a Schedule of Town Property from 1997 and the assessed value of each on. She said that she had not had a chance to get up to the town hall and finish coping the rest of the years yet and Bonnie said that she had not been able to either, but they would try to get that done.

Donna said that there are six core Capital Reserve Funds from the ones she had gone through and they were Police Cruiser, Pick up truck, Highway equipment, fire truck and equipment, emergency van and land & buildings.

Evan handed out a list of possible avenues for communication.
1. TV – channel 2
2. Newspaper – letter to the editor and ads.
3. Web – town’s web site and e-mails
4. Meetings in town – snowmobile club, chamber, etc.
5. Postings – local businesses, post office, town hall, police station, and fire station.
Evan felt that it might be a little early to start having public meeting and talking to much until we have things completed more.

Lori said that maybe tomorrow evening at the Budget Meeting when the results of the survey come out that might help as well.

George went over the inventory sheets that he had gotten back. He had gotten very complete lists from Chief Duncan on the FD, Chief Trammell for the PD, and Bill Dowling on the Transfer Station. Bonnie handed out copies of what we had received from the Water Dept. as well. She said that she had asked Scott to list what he would and what ever projects that he was looking at in the future.

George said that he was trying to see about the library and highway dept. Lori said that she thought she had a copy of what they had done for the recreation dept and see if she could find that as well. George said that he would put this all on a spread sheet and get copies to the members when he has a chance to put it all together, and gets the rest of the information.

George asked if we had heard anything from Ken on the roads. He said that he had been e-mailing back and forth with him and that he said he was working on them. Bonnie said that Ken was due to be home for a few weeks in Nov. with surgery on his foot and that maybe we could catch up with him then.

George reminded the committee that the Grand Opening for the new addition on Littleton Hospital would be Nov. 18th at 5:30 PM. He was asked about the geothermal heating, and explained all about it.

Meeting was adjourned at 7:35PM. The next meeting will be Tuesday, Nov. 30th at 7 PM.
