Meeting Minutes
January 31, 2011

"These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2."

Board members present: Bonnie Moroney, Mark Catalano

The meeting was called to order at 7:04 PM by Chairman Moroney

Members of the public present: Roberta McGee, Bill Dowling, Linda Dowling, Mike Gooden, Greg Hatfield, Al Strasser, Frank Maturo, Bill Smalley

Pledge of Allegiance

Chairman Moroney read the following statement: “This meeting is being taped by a private citizen and is not done under the sponsorship of the town and is not an official record of the town.”

Chairman Moroney made a Motion to: Accept the minutes for January 10, 2011 as written. Selectman Catalano seconded and the Motion passed unanimously.

Chairman Moroney made a Motion to: Accept the minutes for January 24, 2011 as written. Selectman Catalano seconded and the Motion passed unanimously.

Stan Borkowski’s report was received and posted.

Chairman Moroney read a letter from the North Country Council whose board voted to file a petition to intervene in the legal proceedings involved in the “Northern Pass” a high capacity electric transmission project. They sent a survey seeking input about the impact this would have on the Town. After little discussion it was decided there would be no impact here and the Selectmen completed the survey to be returned (copy attached).

Ambulance Agreement with Coos County
Northern New Hampshire Fire Mutual Aid Pact
Town Hall Use Permit Application – Garneau

The Secretary had been asked to advise the Board that the Town did not currently have a candidate for School Board Representative. A person had gone to the SAU Office Friday to sign up, but over the weekend discovered that she would be unable to serve. Even though her name will be on the ballot, she will not serve and therefore, it was the thought that the town should have a write-in candidate. Placing an ad in the paper to have someone step forward and express their interest was discussed and Chairman Moroney made a Motion to: Place an ad in the paper to that effect. Selectman Catalano seconded and the Motion passed.

Under Other, Chairman Moroney said she wanted to make people aware that the State Legislature may be bringing back “donor towns” in 2012. She urged people to contact their Representatives opposing this and encouraged them to get their friends and neighbors to do so as well.

Chairman Moroney also advised those present that Diane Briant, Roxanne Caruso’s mother, had passed away recently after a brief illness.

Selectman Catalano said the sign on Route 115 for Brenda’s Kitchen was still up and asked that a letter be sent. He asked that a date be noted in by which the sign must be removed or fines will be assessed.

Selectman Catalano also asked that Town Counsel be sent an email for an update on the Rines case. He said he hadn’t heard anything for quite a while and wanted to know what is going on with it.

Bill Dowling said the Northeast Resource Recovery Association (NRRA) had a meeting here on January 25, regarding consolidation and 26 towns were represented. Mr. Dowling said start-up costs are too high for us to be a location as he had previously hoped, but said we’d participate with steel cans and plastics as they would move faster and money would come in more quickly that doing those on our own. We’ll continue to do everything else ourselves.

As there was no further business, Chairman Moroney moved to go into Non-Public Session for Town Aid at 7:45 p.m. The Board was polled and went into Non-Public Session.

At the close of Non-Public Session, Chairman Moroney moved to return to Public Session and seal the minutes from Non-Public Session. Selectman Catalano seconded and the Motion passed unanimously.

There being no further discussion, Selectman Moroney made a Motion to: adjourn the meeting. Selectman Catalano seconded and the Motion passed unanimously. Selectman Moroney declared the meeting ended at 8:05 p.m. The next meeting will be Monday, February 14, 2011.
