Meeting Minutes
January 23, 2006



Board members present: Allen Strasser, William Wright

The meeting was called to order at 7:02 p.m.

Members of the public present: Roberta McGee, Bill Dowling, Bill Rines, Suzanne Huntoon, John Burt, Evan Karpf, Jeff Duncan, Jim Covey, Lisa Covey, Tom Gately, Doug Bews

The board began with the approval of bills and signing of checks.

Selectman Strasser made a motion to approve the minutes from 01/09/2006. The motion was seconded by Selectman Wright and passed unanimously.

A Supplementary Warrant for Property Tax in the amount of $2,267.17 for Rosebrook Water Company was read. Selectman Strasser made a motion to approve, Selectman Wright seconded. The motion was passed unanimously. The Warrant was signed.

A Warrant for Yield Tax in the amount of $13,929.64 was read:

Timber Resources Group $13, 493.91
Christopher Lyons 190.47
SDS Logging 245.26

Selectman Strasser made a motion to approve, Selectman Wright seconded. The motion was passed unanimously. The Warrant was signed.

An application for Veteran’s Property Tax Exemption from Bonnie Moroney was read. The selectmen tabled this until we can determine if she served during one of the conflict times that qualifies for exemption.

A letter from the DOT regarding Highway Block Grant Aid was read. It detailed the $20,238.20 the town will receive in 2006.

A letter requesting funds from the Mt. Washington Regional Airport was read. Since we have not put this into our 2006 Budget, the subject was tabled until April, when the selectmen will see if funds are available.

The Ambulance Agreement between the Town of Carroll and Coos County for 2006 was read. We will receive $1,500 to cover 8 Purchases that have no ambulance service coverage of their own. As Jeff Duncan had reviewed and approved this agreement, Selectman Wright moved to sign the agreement. Selectman Strasser seconded, and the motion passed unanimously. The agreement was signed.

The letter regarding Hazard Mitigation Grant Program money was read and discussed. Selectman Strasser moved to pass the letter to John Gardiner for action. Selectman Wright seconded the motion and it passed unanimously.

The letter regarding Emergency Management Funds money was read and discussed. Jeff Duncan suggested we could possibly get funds for a generator. Selectman Strasser moved to pass the letter and suggestion to John Goodney for action. Selectman Wright seconded the motion and it passed unanimously.

Bill Dowling came before the Board to seek approval for sending out bids for the groundwater monitoring done for the coming year. He would like to send bids to Horizon and Provan & Lorber. Selectman Strasser moved to approve the proposal process, Selectmen Wright seconded, and the motion passed unanimously.

Bill also gave some additional information on the recycling costs and possible income from separating 20 oz. and 2 L. uncrushed soda bottles. While he is still investigating the details, it is probable that setup cost would be $650, and at 30 cents/lb. we could see revenue of approximately $1,800 per year. Bill also informed the selectmen that with the heavy rain and winds last week, the paper at the center got soaked, and it must be sold as loose rather than baled.

Suzanne Huntoon presented a petition from Parker Road Extension residents asking that their road be made dead end. Drivers use this as a way to get ahead of slow traffic on Rte. 3, and it has become a safety hazard. Billy Rines will get together with the Fire Chief to discuss turnaround possibilities for this road if it is closed off at one end. In the meantime he will look into putting up “No Thru Traffic” signs on the road. Roberta McGee asked if they could have the same signs at the other end of Parker Road. She also asked if a Police cruiser could follow the school bus there like they used to. The secretary will talk to Chief Gardiner.

Bill Wright received a request from Jeanie Stapleton that the town recommend to the state that the bridge on Rte 302E between Twin Mountain and Bretton Woods be named in honor of Richard “Dick” Monahan. Mr. Monahan was a Vietnam veteran, former Chief of Police in Carroll (1972-1974), and active in the community. He passed away at a young age from illnesses related to his war service. Selectman Wright made a motion to write a letter to the state, Selectman Strasser seconded the motion, and it passed unanimously.

Selectman Wright mentioned the Public Hearing in Concord on February 8, 2006 to discuss Rep. King’s bill to remove the Appalachian Mountain Club’s tax exempt status. He will go to represent the Town of Carroll at the hearing and volunteered information to anyone who might want to attend. Jim Covey and Doug Bews expressed a possible interest.

At 7:50 p.m., as there was no additional business, Selectman Strasser made a motion to go into executive session regarding personnel issues, which was seconded by Selectman Wright. The motion passed unanimously.

At the close of executive session, Selectman Wright made a motion to return to public session and seal the minutes from executive session; Selectman Strasser seconded and the motion passed unanimously. At 9:15 p.m. a motion was made to adjourn for the evening, which was seconded, and passed unanimously.
