Meeting Minutes
January 30, 2006



Board members present: Jay Ouellette, Allen Strasser, William Wright

The meeting was called to order at 7:02 p.m.

Members of the public present: Roberta McGee, Eleanor Brauns, Bill Dowling, John Burt, Evan Karpf, Joan Karpf, Doug Bews, Naruko Bews, Mac McQueeney, Margarite Groffen, Judy Cookson, Claire Gritzer, Nancy Mitiguy

The board began with the approval of bills and signing of checks.

Selectman Strasser made a motion to approve the minutes from 01/23/2006. The motion was seconded by Selectman Wright and passed unanimously.

Bill Dowling presented a request to purchase compost bins from the Co-Op to sell at the Recycling Center. Bins that retail for $85 can be purchased in lots of 20 for $600, and the Recycling Center will make $5 on each bin sold. There is money in the budget for the initial purchase and monies taken in will replace those dollars. Chairman Ouellette moved to approve the initial purchase, Selectman Strasser seconded, and the motion passes unanimously.

As a follow up to last week’s discussion of the Highway Block Grant Aid, the state DOT verified that the town will automatically receive $20, 238.20 in calendar year 2006.

After hearing that Bonnie Moroney did not have military service that qualifies for a Veteran’s Property Tax Credit, Selectman Strasser, made a motion that we send her a letter denying her application along with an explanation for the denial. Chairman Ouellette seconded the motion, and it passed unanimously.

There was a property tax abatement for Michael Soha presented. His property on Rivers Edge Rd. in Bretton Woods is land only, and his tax bill showed value for a building as well. Chairman Ouellette moved to sign the abatement in the amount of $1,681.21. Selectman Strasser seconded the motion, and it passed unanimously.

The selectmen read a pole license petition (#76-628) from PSNH for poles located in the Town of Carroll. Selectman Strasser moved to sign the petition, Chairman Ouellette seconded the motion, and it passed unanimously.

Doug Bews came before the board to report a problem with his northern abutter, Jeff & Jan Rogers. He had examined a copy of the building permit for the house the Rogers are building and stated that it appeared there was pertinent information missing on the application. The setbacks seem to be reversed from the map, and there is little septic information on the permit application. There is also a shed on the property that is not listed on the building permit. This abutter also came 70 ft. onto the Bews property and cut down a 55 yr. old pine tree. This was cut to 5 ft. from ground level and the upper portion was not removed, still lies where it fell. The abutter on the other side of the Rogers property is also upset, as when the house was moved from where the plans show, it is extremely close to his building. Mr. Bews would like the building permit pulled until it can be determined that he has no zoning violations. Chairman Ouellette suggested Mr. Bews check to see if the setback standards have been met with the change in location, and that Stan Borkowski needs to be contacted. The secretary will contact Stan on Tuesday, and ask that he contact and visit Mr. Bews’ property.

Roberta McGee asked if there was any progress on the Huntoon petition to create a dead end road on the Parker Street Extension. As Mr. Rines was not at the meeting, we will try to get a report from him next week.

Nancy Mitiguy stated that she was here as a citizen not as a member of the Zoning Board of Adjustment, and asked the selectmen if they thought the Grandview Hotel property was in compliance with the Zoning Ordinance Section 407.5 Property Maintenance Standards. They deferred to Stan Borkowski for an opinion. Ms. Mitiguy expressed her surprise that the inspection Mr. Borkowski had done had not triggered a violation notice, and was really questioning the matter as a personnel issue. Evan Karpf asked about the inspector’s licenses and bonding. We do not bond him, but received an outstanding resume from him. The questions were asked: is he doing his job? Who has the authority to stop things? The Board of Selectmen is ultimately responsible for the Building Inspector’s work. Selectman Strasser made a motion to have Mr. Borkowski review this property with regard to the zoning ordinances and report to them. Chairman Ouellette seconded the motion and it was passed unanimously.

Selectman Wright told the board that he learned that according to Jim Covey, the Chamber of Commerce is not going to support the town at the Concord meeting on February 8 regarding the AMC tax status, that they are afraid they’ll lose the AMC as members. Chairman Ouellette said when he heard this he called Steve Messina the head of the C of C, and that they had made no such decision.

At 7:30 PM, as there was no additional business, Chairman Ouellette made a motion to go into executive session regarding legal matters, which was seconded by Selectman Strasser. The motion passed unanimously.

At the close of executive session, Selectman Wright made a motion to return to public session and seal the minutes from executive session; Selectman Strasser seconded and the motion passed unanimously. At 7:55 PM a motion was made to adjourn for the evening, which was seconded, and passed unanimously.
