January 25, 2016


“These minutes of the Town of Carroll Select Board have been recorded by its Secretary. Though believed to be accurate and correct they are subject to additions, deletions and corrections by the Select Board at its next meeting when the Board votes its final approval of the minutes. They are being made available at this time to conform to the requirements of New Hampshire RSA 91-A:2.”

Board members present: Bonnie J. Moroney, Paul Bussiere. David Scalley was excused.

The meeting was called to order at 7:00 p.m.by Acting Chair Moroney.

Members of the public present: Brian Mycko, Donna Foster, Mike Gooden, Michael Hogan, Dianne Hogan, Imre Szauter, Ken Mills, Greg Hogan, Chris Pappas, Mark Stewart

Pledge of Allegiance

The Board announced the approval of bills and signing of manifests.

Selectman Bussiere made a Motion to approve the minutes of 1/11/2015 as written and Selectman Moroney seconded. The Motion passed.

Selectman Moroney commended the Parks and Recreation Commission on their highly successful Bingo fundraiser held the previous Saturday. She went on to say sometimes we have things that become a big eye opener, which happened when she saw all the tables and chairs set up and realized how many people could be here. She said she feels there is a need to refine the permit application to address such things as numbers attending. Selectman Moroney said many people, including Fire Chief Jeremy Oleson, Greg Hogan, several of the Rouillard family, and others, went way beyond to keep people safe; they had a fireman on duty, people directing parking to be sure there would be room for an ambulance if needed, coned off the street to guarantee vehicle passage, etc. She said they need to look at some restrictions for the safety of individuals and the safety of the town. She said the Board should revisit this when Chief Oleson can be at the meeting.

The Secretary passed along some thoughts/suggestions from Chief Oleson including: that there needs to be an Assembly Permit for anything over 100 and the Town Hall does not have one; that perhaps a Fire Detail should be required for more than 100 people; even though it measures out for up to 350 people, the age of the building and structure should be taken into consideration and thus, an engineer or fire engineer should make an inspection. The Secretary also advised, as she had been asked to check, that insurance is based on measurements (size) and value of the building and has nothing to do with capacity.

Michael Hogan said the fact is that this is an old building and that we need to start thinking about doing something in the Town. He agreed to the need to be on the side of safety at all times and also said that an inspection by a structural engineer must be made.

Other:

Acting Chair Moroney read a letter from the Littleton Hospital Emergency Department Medical Director and Clinical Director of Outpatient Services (attached). This was in praise of our Fire and Rescue personnel, ambulance crew in particular, as well as the Town for providing the education and equipment to allow them to perform their duties. They responded to a skier who was having a heart attack and because of the foregoing, had the best of outcomes. The Board also commended the emergency personnel.

There was a visitor who happened to be in the area and when he found out there was a Selectmen’s meeting, felt it a good opportunity to introduce himself to several people at once, as he has embarked on running for President of the United States. Mark Stewart said he is just trying to get his name out now and that he is in for the whole Primary Season. He described himself as a “conservative Democrat” and spoke briefly about his thoughts and ideas and said he would welcome feedback from any of the public at any time.

Michael Hogan said he had been contacted about the Rooms & Meals Tax, about which he had gone to Concord and testified in the fall. He updated that though it is not a law that remitters of more than one business break down the amount that comes from each business or town, it is in for consideration now and would be of help to identify areas for distribution. Mr. Hogan said the business owners don’t want to break it down as it would show the amount of money they make and they contend that is not public information. He went on to remind the attendees that the amount of money that comes to town is not based on what is actually paid in from here, or earned by businesses in this town, but by the number of residents, and that currently the Town of Carroll gets $29.72 per person. Mr. Hogan stated there are towns which get much more money and remit nothing to the State. This is because they don’t have businesses which collect these taxes, but they have more residents.

Greg Hogan told the Selectmen the front doors are not functioning properly and that at least twice he has come and the building has not been secured. He spoke of the fact when the wind is very strong, they have to be locked to be kept closed, which means someone has to keep going to open the doors when anyone comes to the offices. He also told of the numbers of times he gets called to come make repairs, etc., during the day and said they are just plain old. Therefore, he has ordered new doors from Portland Glass and is in hopes that they will be installed in the next several weeks. The Selectmen agreed it was time to make this change.

Dianne Hogan announced the WMRSD Deliberative Session is Monday, February 1, at the High School

The Board reminded everyone the Town Deliberative Session is Tuesday, February 2, at 6:30 p.m. at the Town Hall.

The next Selectmen’s meeting will be February 8, 2016 at 7 p.m.

As there was no further business, Acting Chair Moroney made a Motion to adjourn the meeting and Selectman Bussiere seconded. The Motion passed. Acting Chair Moroney declared the meeting ended at 7:35 p.m. and thanked everyone for coming.
